CLARK - - - - - Bursar Administering the financial aEairs of an institution of the size of the College has become an important and complex job. involving annual budgets amounting to millions of dollars. To handle these matters. the Board of Trustees in 1918 established the Business Administration, headed by the Assistant to the President in Charge of Business and Finance, who also is the College Treasurer. The ofhee is responsible for the business organiza- tion of the College and discharges a multitude of duties through the related departments of the Physical Plant; r-chounting; Purchasing Agent; and the Director of Dor- mitories and Dining Commons. Among these duties are the making and controlling of budgets; payment of salaries and wages; purchasing and servicing supplies; assessing and collecting student fees; supervising dormitories and dining halls; maintain- ing the physical plant and supervising new construction; upkeep of grounds; administration of Funds and invest- ments; handling student loans; and the administration of personnel benefits, including group insurance, hos- pital insurance, zmd retirement. 5: '.'- MW ...... . 3,-4.9: .-.- -.-..-.-. HOFFMAN Dean of Admissions and Regislrar Principal Functions of the Dean of Admissions and Registrar are the admission and registration of all stu dents, the maintenance of student records, and the cer- tilication of candidates for degrees. Undergraduate students with advanced standing and graduate students are admitted by the College Examiner who evaluates their credits from other colleges. Because of limited facilities on the campus, the Col- lege in 1948-49 for the third successive year, had no freshmen at State College. Freshmen, however, are ad mitted by the Dean of Admissions, then, on the basis of quotas and the curriculum elected by the new student. are assigned to one of seven centers of the College; the Mont Alto branch of the Pennsylvania State Forest School; one of 13 State Teachers' Colleges; or one of Eve other co-operating colleges. Upon suecessFul comple- tion of the first year at one of these centers, the student is granted admission to Penn State. Four of the cen- ters otter work for sophomores. All Classes are scheduled by the Scheduling theer. who, prior to the opening of a semester, publishes 21 Time Table, listing the time and place For each Class. Grades are recorded in the Recorderk thee. With an enrollment exceeding 9,800 students, more than 60,000 grades are recorded each semester. The Rer eorder also certihes candidates for degrees.

GALBRAITH Faculty Counselor of Veterans The number of veterans enrolled at the College has steadily increased during the past five years and last Fall at record number of more than 5.600 exeseryicemen were registered. The various ollices concerned with veterans' afhiirs render a muCh-needed service for these men and women. Established in 1944, the Olliee of the Faculty Coun- selor of Veterans aids returned servicemen to utilize the various agencies of the College advantageously and co- operates with agencies in assisting veterans. The olliee administers loan funds that have been established for veterans and controls the renting of living units in Winde crest, trailer community for married veterans. A committee of representatives From each of the Schools, as well as live administrative olheers who deal directly with veterans, assist the Faculty Counselor of Veterans. The Coordinator of Veterans' Afhiirs handles busi- ness matters involving veterans between the College and the Veterans Administration. The oiliee also advises students as to time they are authorized and books and supplies approved for purchase by the. Veterans Admin- istration. The Secretary of Veterans' AfYairs has charge of certilieation, letters of eligibility, and Clerical work required by the Veterans Administration. Veterans on campus also receive valuable assistance from agencies of the Veterans Administration. The Guidziiiee Center ofTers vocational guidance while a training ol-Ecer assists the veteran in his claims. BURT Superintendent, College Infirmary The College Health Service, which is one of the oldest modern college health establishments in the coun- try, was founded in 1915. The Service is concerned chiefly with the conservation, maintenance, and pro- motion of student health at Penn State. The work of the College Health Service is sup- ported by funds derived from the general student fee schedule. It is conducted by a physician director, a number of assistant physicians, and 14 registered nurses. Upon enrollment at the College, each student is required to take a thorough physical examination. Stu- dents with remedial physical defects are given such instruction, advice, and treatment as their impairments indicate. The College Health Service operates a Dispensary, the outpatient department, which is open during the regular Class hours for the use of students needing ofhce treatment, special examinations. or consultations. The Infirmary, or College Hospital, the in-paticnt department, is equipped for the hospitalization of ill or injured students. Other sub-divisions of the Health Service are psychi- atrv, under the direction of a full-time board member psychiatrist; a modern, up-to-date pharmacy; a complete- lynequipped X-ray department; a modern physical ther- apy department; and an active clinical laboratory.
