PENNSYLVANIA 17057 Office of the Provost ' April 16, 1973 To the Class of 1973 on behalf of the faculty and administration, let me extend to you every wish for success and happiness as this relates to your own well- being and to the dire needs of our nation and the world for dedicated, vigorous, and intelligent people. As you know, the undergraduate programs of The Capitol Campus have been an educational experiment. They were conceived to provide the relatively easy transfer of students from two-year institutions to baccalaureate programs in the Pennsylvania State University system. While differing in many ways from degrees at the University Park Campus, your degree is the same high quality. Thus, the Capitol ex- periment has been a success. A major part of this success is the demonstration to academia that two-year transfer students are most capable of completing baccalaureate programs with two additional years of study. In the immediate future we anticipate a decline in enrollment, and financial support wanes. Accordingly, it appears evident that we must continue to evolve in order to continue contributing to changing educational needs of our society and to an older, changing student clientele. R. E.
