By ROBERTA NASH If you ever want to get a Penney man going, ask him why Penneys makes such a big deal out of quality. Then stand back. I asked a Penney store manager the ques- tion once and when he finally decided I was serious, he said, If I could use only one word to describe the phenomenon of Pen- ney ' s, I ' d pick the word, quality. Mr. Penney has always been a fanatic on the subject, he contmued. They say the only thing that still makes Mr. Penney angry is when someone suggests we compromise Penney quality to make a lower price.
