VADM Paul F Foster Paul Fredrlck Foster was born ln Wlchlta Kansas on 25 March 1889 and attended the Unlverslty of Idaho and then entered the US Naval Academy graduatlng wlth the class of 1911 Followlng graduatlon he Jolned the USS WASHINGTON ICA 112 ln whlch he served untll December of that year when he transferred to the newly commlssloned USS UTAH fBB 312 Whlle servlng UTAH he partlclpated 1n the Mexlcan Campalgn and was awarded the Congresslonal Medal of Honor for Dlstlngulshed conduct ln battle engagements of Vera Cruz 21 8r 22 Aprll 1914 In both days flghtlng at the head of hls company Enslgn Foster was emlnent and con splcuous ln hls conduct leadlng hls men w1th sklll and courage In December 1914 Admlral Foster had submar me lnstructlon aboard the USS PRAIRIE IAD52 and the USS G 4 ISS 262 In February 1916 he assumed command of G 4 He was thenasslgned to command USS AL 2 KSS 412 whlch whlle operatlng off Bantry Bay was credlted wlth slnklng the German submarlne QUB 652 one of the three offlclally llsted as sunk by the U S Navy Whlle 1n command he was awarded the Dlstlngulshed Servlce Medal for Exceptlonally merltorlous servlce ln a duty of great responslblllty as the commandlng offlcer of the USS AL 2 1n an encounter Wlth an enemy submarine on 10 July 1918 ln whlch the enemy submarlne was sunk In January 1924 he was ordered to Phlladelphla 2 to asslst 1n flttlng out the USS TREN TON 1 CL 112 and he served aboard as Englneerlng Offlcer upon commlsslonlng ln Aprll of that year In January 1927 he was awarded the Navy Cross for Extraordlnary herolsm on the occaslon of the turret GXDIOSIOD on board the USS TRENTON Lleutenant Commander Foster was the flrst man to recelve all three of the Navys hlghest awards the Medal of Honor Navy Cross and the Dlstlngulshed Servlce Medal From March 1927 when he reslgned hls regular commlsslon he was actlve ln varlous c1v1l1an organlzatlons some dlrectly lnvolved wlth U S Mllltary functlons In 1941 he was recalled to actlve duty where he served on the Navy Inspector Generals Staff and durlng World War Two conducted three major mspectlons at the personal dlrectlon of Presldent Roosevelt of the Atomlc Energy Commlsslon as speclal asslstant to the General Manager In 1956 he became asslstant General Manager for Internatlon al ACtlV1tl0S and on July 1 1957 he was appolnted General Manager of the AEC where he served untll June 1958 In 1959 Presldent Elsenhower appolnted h1m to the Internatlonal Atomlc Energy Agency ln Vlenna Austrla wlth the rank of Ambassador He served ln thls pos1t1on unt1l 1961 I Admlral Foster dled ln 1972 ln V1rg1n1a Beach Vlrglnla at age 83 1 ' I . . . g , 0 c o 0 , 9 , u o .
