Mr. Perham, Advisor The Voice of Democracy contest is intended as a procedure enabling and encouraging high school young people to think about our system of government, to weigh the blessings and oppor- tunities of this system, and to speak affirmatively on its behalf. From such participation, they can learn more about the ground rules of our way of life and be better prepared to take up the responsibilities, of their maiority.
