Brown, John Witters, Eugene Killion, William Patton, Donald Belt, secretary, and Raymond Massey-out-going president and retiring board membert Seated, Robert Gross, new president of the Board of Education. Demacracy in Action In governmental transition from one regime to another, democracy prevails in aH phases of American life. When term of office is completed, there is a smooth transferal of power. A good example of democracy in action is shown as Mr. Massey, outgoing president of the Board of Education, hands the symbol of office, the gavel, to Mr. Gross, the incoming president of the Board of Education of Paris Union District No. 95. The transmission of office is indicative of the democratic manner in which the members of the board operate-with study, thought, and con- sideration given to the problems confronting them. JOHN W.
