4ND ADMINISTRATION This educational program is a big community enterprise and intimatelytouches the lives of more people throughout the An- telope Valleythan most of the other civic, industrial or govern- mental activities whose central focus is on Antelope Valley. According to law, board members act, on all matters coming before lthem, as a committee of the w hole . Such action must be taken at a legally constituted meeting. Following prevailing practice, the board adopts rules and regulations in which they codify basic policies. Charged with carrying out these policies is the board's chief executive officer, thedistrictsuperintendent, Dr. Roy A. Knapp, who has served in this position for more than twenty years. Dr. Knapp is na- tionally recognized as an outstanding educator, locally he is known as an efficient and dedicated administrator who, despite his school duties, finds the time to be an active citizen of his community. Dr. Knapp is a bl y assisted by a smoothly functioning ad- ministrative staff: Mr. Charles Parker, Assistant Superintendent, has charge of educational services. His duties include direction of district personnel and' teacher recruitment. In the latter capacity of selling Antelope Valley, he has made a reputation as a local historian. Mr. Albert L. LoBuono, Assistant Superintendent in charge of Business Services, has by his careful management insured ef- fective use of the district's funds. Mr. James N. Daley, Assistant to the Superintendent, is in charge of community and professional relations. He also directs the production of all district publications. MR. GEORGE F. MCNAMEE MR. ALDEN B. CARDER BOARD OF TRUSTEE One of the hallmarks of American public schools is their close identity with the communities they serve. Chosen annually to preserve this distinguishing feature are thousands of laymen. These laymen serve on the governing bodies of school dis- tricts, called variously a board of trustees or a board of edu- cation . According to prevailing practice , members ofa school board of trustees are elected at large by registered voters living within each school district. They serve without pay, for varying terms, and meet regu- larly to pass final iudgment, within certain limits imposed by the State Legislature, on school business. Like their counter- parts throughout the country, the Board of Trustees of the Ante- lope Valley Joint Union High School District are laymen. Among the five present members, three are from industry or business and two from agriculture. Members of the board, their occupation and their residence are: George F. McNamee, Board President, is associated with the mining industry in Rosamond, Alden B. Carder, Clerkofthe Board, is associated with the aircraft industry at Edwards Air Force Base. He lives in Lancaster. Other members ofthe Board are Gus P. Eliopulos, rancher, Westside, W. J. Sinclair, in the wholesale business in Little- rock, and Roy J. Simi, a rancher from the Eastside. They bring their wide-ranging backgrounds and interests in- to play as public stewards of the annual fund budget of more than S2 lf2 million. Their ke y responsibility is to provide an educational pro- gram for som e 5,000 students w ho converge on the district's three high schools and one iunior col lege from an area that covers nearly 2,500 square miles and has a population of more than l0O, 000.
