Ottumwa’s Central Administration and The educational program of the community must lx focused on tlu- needs, interests and abilities of all students as well as upon the needs of society. In this way, each individual can achieve the greatest self-realization and society can lx- perpetrated and im- proved through cooperative participation of effective individuals. Development of knowledgeable citizens with a desire to learn, a willingness to accept responsibility and an ability to adjust to the natural and social environment is essential to the continuance of our democratic way of life. The acceptance of this edu- cational program can best be achieved when all edu- cational agencies in our society share in the responsi- bility for total development of the individual; when parents, students, teachers, administrators, boards of education and others in the community work cooper- atively and harmoniously toward this goal.
