It is the tradition that with respon- sibility goes authority and with them both accounta- bility .... The Captain of a ship .... give11 honor and privileges and trust beyond other men. But let him steer the wrong course .... let him. bring disaster to his ship and he must answer for what he has done. Captain Charles L. Westhofell is the H1311 aboard the ORISKANY who is charged with this responsibility and accountability. Born in Milwaukee, Wisconsin on October 2,1907 Captain XY'esthof'en entered the U. S. Naval Academy in i926 after spending one year at Nlarquctte University. Graduating from Annapolis in l930, he was commis- sioned an Ensign and assigned to the USS SARATOCA. In i932 Captain Westhofen attended flight training at the Naval Air Station, Pensacola, Florida, receiving hi- wing- in 1933. His next duty assignment was as Senior Aviator of the USS TUSCALOOSA until 1940 when he became Officer-in-charge, Advance Base 1JCtZ:1CllII1Cllt of Patrol Bombing Squadron 54. During the four years fronl 1941-1945, he saw service as Assistant Air Attache and Observer, R.A. F., attached to the U. S. Embassy in London, Operations Control Ofiicer, Headquarters Eastern Sea Frontier, Commanding Oflicer, Iceland Air Group a11d Naval Air Station, Commanding Officer, Patrol Bombing Squadron 128, Chief of Staff a11d Operations Oflicer of Fleet Air Wling 15, a11d Pacific Fleet Liaison Officer., UCNO QAiri., XX'fHSll11lgt0ll, D. C. ln 194-6, Captain Nvesthofen returned to the Naval Academy and served with the Department of Aviation at Annapolis until 19-1-8. His next assignment was as Executive Oflicer of the USS FRANKLIN ROOSEVELT from which post he became Head of the Air Branch. Oflicc of Naval Research. ln l952, Captain Vl'csthofcn assumed command of the USS NORTON SOUND QAVM-Sli. Prior to taking command of the ORISKANY on july 27, I955, Captain Wcsthofcn was Commanding Olliccr of the Naval Air Slalion. Olathe. Kansas.
