Communications Department, developed for inclusion in the organization of the FFG-7 CLASS Frigate, is a hybrid department resulting from three innovative manning concepts. The Ship Control Division QSC-lj was originally to be composed of personnel from a proposed new rating of Ship Controlman QSCJ. This new rating was not approved, but was to have combined and cross-trained personnel of the QM and SM ratings into a rating which has the responsibility for operational ship control, i.e. ship divers. All underway bridge watches and visual communications, in addition to the navigation and piloting functions of the QM rating, were to be accomplished by the Ship Control Division. This concept is retained and the Ship Control Division includes QM's and SM's and designated strikers. The inclusion of the communications Division in this department resulted in a fall-out from the implementation of the Combat Systems Organization. The communications division has the responsibility for operating the ship's external electronic communications systems and, as such, is considered to be a subsystem of the ship control function. The Deck Division retains the functions of deck seamanship operations and evolutions under the ship control system. These are 1 to include anchoring, getting underway, mooring, fueling, replenishment-at-sea and operation of the ship's boat. The traditional Boatswain Mate of the Watch and all associated bridge watchstanding functions are accomplished by the Ship Control Division.
