Oberlin has not escaped the impact of The US. economic crisis of The last few years. Budget cuts and rising prices in the country have been reHecTed 01 Oberlin in skyrocketing Tuition and annual budgetary reductions. Growing mass resistance by workers and others, particularly in the cities, has been rehected by increasing student resistance on the campus to secretive Financial decisions to iock up The cost of attending Oberlin while reducing funding for educational programs and student services g t9: 3? 3:: This year a unified student body successfully forced the administration and Board of Trustees to make some moior changes in the areas of budget and governance. Some 1,030 students and 15 different student organizations supported the demands of the newly-formed Oberlin Progressive Students Union tOPSUt for No Budget Cuts - No Tuition Increases, and for opening up the college decision making process. Led by the OPSU, students directed their attention at the President and Trustees Meeting in late November. The Trustees were to vote on budgetary guidelines for 1977-78. It was generally expected that they would order fur- ther drastic reductions in spending and 0 large tuition increase. As in past years, such deci- sions were to be made in the atmosphere of o Iong-term Financial crisis, and with0ut enough long-ronge planning or regard to student con- cerns. The Trustees were expected to give top priority to preserving the college as 0 Financial entity by not tampering with the endowment, rather than maintaining the present quality of education -and the distinctiveness of Oberlin College. 61 62 The OPSU conducted a successful drive for petition signatures and for- mol organizational endorsements and held 0 rally in Wilder Bowl on No- vember 18. The rally, offended by hun- dreds of students, featured speeches from several student organizations, The Campus Ministry, and Professor Ron Suny. Speakers called for a continued struggle To maintain The quality of Oberlin's education and The diversity of the student body, and pointed out the vast differences between student and Trustee interests and values. The next evening, students ogoin turned out in large numbers to protest. Demonstrators paced the area crowd the Trustee's meeting in Mudd. Primarily as a result of strong and unified student resistance, the Trustees, while voting for 0 large tui- tion hike, chose to avoid budget cuts for the COming year, and began to open up their formerly closed meet- ings. It was on the First day of classes that College Faculty was presented with these PEEC recommen- dotions to change the current A, B, C, NE grading policy; U the reinstitution of the D as o passing and the F as o toiling grade, 2 recording withdraw- ols after 3 weeks as either Withdrow- Passing, Withdrow-Foiling, or With- draw, 3 formal groding guidelines, 0 certain percentage of students in each class should get certain grodes. These recommendations were discussed dur- ing Winter Term. Student Senate polled the college community, finding substontiol faculty sup- port 86 favored Dst and student opposition to them. While there were 0 number of arguments on both sides, the main reasons for the respective positions were these; The faculty wonted U accurate transcripts for graduate schools and employers, 2t to stop cosuol enrollment and withdrawal from courses, 3 to help stop grode inflation. They were worried about the relative value of the Oberlin degree. Students were opposed to the policies because H they feared increased competition, 2 F5 and o tough withdrawal policy would discourage experimentation, 3 grade pressure would increase the workload and inhibit learning. They were particularly upset that they were closed out of faculty meetings and that the proposals were to be voted on without sufficient consid- eration. Within 4 days the OPSU collected the signatures of over half of the study body, supporting these demands: U no changes in the grading policy, 2 postpone the vote, 3 open the meeting to student participation. 500 students lined the halls of King outside the meeting, chonting t'No D5 and F5 , HOpen Meetings , and t'Postpone . After the faculty went inside the demonstrators split into groups according to who would walk in under what circumstances. The faculty voted to postpone, but not to open the next meeting, choosing instead to broadcast it over WOBC. The demonstrators felt they could not participate in the decision by listening on the radio; 150 voted to walk in. As soon as they did so, the meeting was adjourned and the faculty wotked out. Then the students began to chont 'tNo WOBC and Open up . One month later 250 students lined the halls. There was no talk of disruption,- the mood was tense. D5 and F5 were voted down overwhelmingly,- the students applauded the victory. Two of them, however, had decided to defy the closed meeting by sitting through it quietly,- they were expelled from school. An appeal to Community Board reduced the sentence to 0 one week suspension. Backed by petitions signed by 750 and calling for amnesty, they appealed to General Faculty Council, but were turned down. One served the suspension, the other withdrew. For WOBC, 1976-1977 was year of changes, problems, and improvements. The news staff focused on local, as well as national and international news, posing competition for the Review. WOBC broodcosted the Educational Plans and Policies Committee meeting and the controversial College Faculty meetings concerning the D7F issue. The radio station's staff had more of a hand in policy decisions, formerly controlled by the WOBC Executive Board, and any member of the Oberlin community could have access to the station for airing special programs. The Special Programming department expanded to include radio shows by program dorms on campus, 0 new show called HLO Voz de America Latino with news and features of interest to Latino students, and a show produced and aired by 0 group of Oberlin High School students coIIed 8:33 High. Station momcger Isaac Mayo said WOBC felt responsible to present alternatives to the commercial radio stations in the area. Responding to on increased interest in iozz on campus, there was on upsurge in iozz programm- ing. Classical programming was given greater time in what Mayo described as on equalizing trend between pop and classical music. F. WOBC carried on in the face of obstacles threatening its demise. During the First semester, there were 0 Surprising number of thefts of both equipment and records. The Executive Board was forced to cut the station's staff nearly in half and reduce its broadcasting time; WOBC ceased airing twenty- four hours a day. The station continued to work with a budget approximately one-Ehh the size of radio station budgets at other colleges and universities. Mayo mentioned the possi- bility of raising WOBC'S power output from one to ten thousand watts but added that this would be impossible with0ut 0 budget increase. May Foir weekend saw 0 change in programming; a British Invasion special was featured instead of the tradi- tional Beatles, Stones, Beach Boys weekend. WOBC staff members could often be seen sporting vivid red t-shirts with WOBC FM lettered in blue and white on the front. Such a piece, unfortunately, would be unbearably long. Instead, let me make a simple observation that I believe is at the very heart of Oberlin's existence. Thirty-three years does produce changes: courses are different, students are different, many of the facilities are different, few faculty today were among my colleagues then, and the world in which we live has changed dramatically. But amidst all these changes, I think the basic ideals of Oberlin, and the way in which we conduct our business, have remained largely unchanged. We continue to value the individual, the concept of community and collegiate concensus, and the highest standards of intellectual persuit. We have continued to reaffirm the guiding principles under which Oberlin was founded. As we change in the obvious external ways, I find we constantly reinforce our inward convictions. To spend the better part of one's life in a single place as l have done, requires a dedication to the goals at that community. I believe in what Oberlin stands for and its ability to continue on course, incorporating change where appropriate while maintaining the basic goals that have served it so well. Emil C. Certainly this was a transitional period. To help us evaluate this assertion scientiflcally, we shall present selected results of two surveys, one taken of 718 members of the Freshman class in September 1973, and one taken in Fall 1976 of 207 Seniors who had been questioned in the earlier survey.
