School Administration The School Board serves as a policy making body for the Norfolk City School System. Its functions are select- ing the superintendent of schools, establishing finances, and assisting the superintendents of schools as to the edu- cational needs of the Norfolk Area. The Board serves in an advisory capacity for other school administrators. Because of the continued growth of the population in the Norfolk area, new sites are selected for new buildings, and old buildings have their faces lift- ed and enlarged. Many new personnel are continuously added to keep Norfolk's educational opportunities one of the best in the state. as Figs. Dr. Sam W. Guidance Department The Guidance Department assists students in their edu- cational, vocational, and personal problems. This assis- tance is rendered through helping students to understand themselves and the world of work. Through counseling, students gain insight into themselves and others and are thereby better prepared to solve personal problems. Guidance includes giving educational and vocational in- formation, individual and group counseling, testing, placement in education and work situations, and following study.
