THE PEI- EIPAL' MESSAGE To The Members of the Class of 1952: The graduation class this year is the last one to complete its work under the sole jur- isdiction of the Manchester borough school district. The greater number of the pupils in this class have attended the Manchester High School on a tuition basis. The local resident school district and 'the State financed the tuition costs. Under this plan and organization the local resident school district did not have anything to say about the kind of school provided. The important function for the resident school district was to pay the costs without the representation to control and provide the kind of school desired. After the first Monday of July, this year, the school program in the Manchester area will be under a new jurisdiction. The new enlarged school district will become a reality because the county board of school directors petitioned the powers that be in York county to place a merger vote on the ballot at the November last election. By popular vote the people of East Manchester township and Manchester, Mount Wolf. and York Haven bor- oughs approved the plan to merge said school districts. The approval by the people to form a larger school district, is in line with a national trend toward the reorganization of school districts into larger units of administration. By the reorganization plan it is hoped that sufficient pupils and enough money may be polled to provide better educational opportunities. After the effective date of the beginning of the new school district, the majority of the pupils will attend the Manchester High School under the jurisdiction of most of the people in the area. Even though this class is the last one to be graduated under the jurisdiction of one small school district, the new school system will present many opportunities and chal- lenges to the members to help raise the educational level of the new enlarged school dis- trict. All over the country school systems are organizing citizen groups, committees, and commissions to study the school needs and help find solutions to better schools. These citizen groups work and cooperate with the local school board, or the board of education, to provide better school facilities and conditions. It is always important to remember that as a community raises its educational level, it also increases the wealth and social well- being of the people of the area. . In 1947, Dr. Truman M. Pierce evolved a formula to secure an index of a community to provide good schools. Dr. Pierce's formula has nineteen measures of community po- tential for good schools. One measure is the educational level. Here is the place for every member of this class to work to raise the educational level of this new enlarged school district. If the members of this class recognize the value of raising the educational level of this community, they have a real challenge. It means the encouragement of more of our people to complete high school work, to become college graduates, to have less un- skilled workers, and to increase the number of business and professional people. I congratulate each member of the 1952 class of the Manchester High School in having met the graduation requirements established. I trust that you will live and act in such a manner that you will be an honor to yourself, your parents, your friends, and your high school.
