Dr. Fred W. Hosier, Superintendent of Schools, was born in Pennsylvania and graduated from Pennsyl- vania State College in 1921. He received his M.A. in 1931 and his Ed.D. in 1938 from Columbia University. From 1921 to 1932 he was teacher and principal in the Pennsylvania schools; from 1934- 40. Dean of the Canal Zone Junior College. In 1936 he established the Department of Education at the University of Panama. From 1940 to 1942 he served as Chief of Institute in the State Depart- ment of Public Instruction, Harrisburg, Pa From 1942-1948 he was Superintendent of Schools, in Allentown, Pennsylvania, where he achieved na- tional recognition for his educational program. In September, 1948, he became superintendent of our Oklahoma City schools. Dr Hosier's philosophy is that the educational pro- gram should be designed to meet the needs of all students, a program that can be matched to com- munity needs cooperatively planned by industry and education. He believes that our schools should teach the value of free enterprise and the democratic way of life, which is our heritage. DR FRED W. MR. MACE SPANCLER, vice-principal of Northeast, was born in Champaign, Illinois, graduated from the University of Oklahoma in 1928, and received his M.A. in 1936 He has served as principal of high schools in Wellston and Comanche, Oklahoma, also as principal at Taft in Oklahoma City. An interesting part of Mr. Spangler’s career has been spent in the armed forces. He has risen from private to Lieutenant Colonel in World Wars I and 11 and has been a member of the Infantry, National Guard, and Air Forces. We share his services now with the 310th , Air Division, for which he is executive officer. It is his philosophy of education that each student in the public schools be taught to live in a democracy with respect for the rights of others. MR. J. B. GREENE, principal of Northeast, was born in Robert Lee, Texas, and was graduated from Oklahoma City University in 1931. He received his M.A in 1937 from Columbia University, and has completed further graduate work from A M and OU. Mr. Greene was a classroom teacher in the Oklahoma City public schools ten years prior to four years' service as vice-principal at Irving and Harding. But that which means the most to us at Northeast is his service as principal here for the twelve years since the opening of the school. He has dreamed and worked toward the realization of a high school that would meet the needs of the students and citizens in this community. His philosophy is that our education should provide op- portunity for each student to receive instruction and guidance to fit his industrial need, personal evaluation, and self-realization through democratic procedures.
