Dr. Fred W. Hosier, Superintendent of Schools, was born in Pennsylvania and graduated from Pennsyl- vania State College in 1921. He received his M.A. in 1931 and his Ed.D. in 1938 from Columbia University. From 1921 to 1932 he was teacher and principal in the Pennsylvania schools; from 1934- 40. Dean of the Canal Zone Junior College. In 1936 he established the Department of Education at the University of Panama. From 1940 to 1942 he served as Chief of Institute in the State Depart- ment of Public Instruction, Harrisburg, Pa From 1942-1948 he was Superintendent of Schools, in Allentown, Pennsylvania, where he achieved na- tional recognition for his educational program. In September, 1948, he became superintendent of our Oklahoma City schools. Dr Hosier's philosophy is that the educational pro- gram should be designed to meet the needs of all students, a program that can be matched to com- munity needs cooperatively planned by industry and education. He believes that our schools should teach the value of free enterprise and the democratic way of life, which is our heritage. DR FRED W.
