RI VALS JOIN HANDS AT LAST On November 16, 1982 the Co-editors of the 1982 annual interviewed Mr. David Means, President of the DeSoto Parish schoolboard in order to gath- er information pertaining to the erection of North DeSoto High School. The idea of North DeSoto High School was con- ceived when the Federal Court decreed that North DeSoto Parish had to integrate its schools. Therefore, the schoolboard proposed to build a school for grades 7-12 to feed from Second Ward and Stonewall schools since neither could accomo- date the capacity of both schools and to bus stu- dents so far would be unreasonable. On January 3, 1979 the North DeSoto Parish Edu- cation Building Committee was appointed and in- tiated resolutions which, culminated in a call for a bond and tax election in school district number 2, which was held on April 7,t1979. The results were pronulgated on April 11, 1979. Results: Proposi- tion No. 1: YES -- 545g NO - 404. Proposition No. 2: YES - 5203 NO - 400. Propostion No. 1 was to sell bonds and proposition No. 2 was to sell Certificated of Indebtedness. After the House Bill No. 231, Act 51 of 1979 had been passed, large land owners and other citizens filed suit against the schoolboard. The District Court ruled in favor of the large landowners. This decision was appealed by the schoolboard to the 4th Circuit of Appeals which reversed theprevious ruling of the District Court of Mansfield. Due to the time element involving the suit, the interest rates had risen so high that when the schoolboard received permission to sell the bonds, interest rates were beyond the legal limits to law- fully sell the bonds and Certificates of Indebted- ness. Mr. Joe Cooper then introduced the bill to the Legislature in order to get permission to sell the bonds and Certificates of Indebtedness over the legal limits. Virgina Shehee and Mrf Mutt Fowler came to the aid of DeSoto Parish when the bill went to the Senate. Bid on bonds were received and then sold on No- vember 26, 1979. Later, bids on Certificates of Indebtedness were received and sold on October 28, 1980. A The schoolboard awarded Whitaker Construction Co. the contract to build on North DeSoto High on October 5, 1980 for 'around 5.2 million dollars. Plans of North DeSoto High School were drawn by the architectural firm Wiener, Hill, Morgan, O'Neal and Associates. ' North DeSoto High School held its formal dedica- tion ceremonies on August 1, 1982 and started its first active school year on August 26, 1982. Although the coming together of the two schools was not favored by all citizens of northern DeSoto Parish, in reality, they knew that together the two schools united would be better ' Schoolboard at opening dedication.
