State Board of Higher Education The state institutions of higher learning in North Dakota arc governed by the Board of Higher Education. This board is made up of seven members appointed by the governor, and a commissioner elected by the board. The Board of Higher Education was created by a constitutional amendment enacted in 1938. This amendment gave it power to organize or reorganize any part of the seven institutions under their control, and to specify or change the prescribed curriculum of these schools. Budget requests, appointments to the several faculties, and maintenance of plant and facilities arc among items coming up at their regular meetings. Recently, a statute gave the board broader powers in the matter of standards for state aid to junior colleges. In this day and age of educational change and mushrooming enrollment statistics, wc look to this board for the solutions to our many problems. Left to right: John Conrad. Rismarek: Henry Sullivan. A word from the Governor . . . I am very pleased to greet you through the pages of “Agawasie” on this the 60th anniversary of the State School of Science at Wahpeton. You who have the advantages of formal training at an excellent institution of higher learning will be in ever-increasing demand in the complex and challenging world in which we live. With the challenges, however, will come unparalleled opportunities and I am confident that you arc well prepared to both meet these challenges and seek out these opportunities. I would hope that many, if not most, of you will find your futures here in North Dakota. Our state is on the threshold of exciting and demanding times and we will have need of all our trained young people available. But, whether you carve out your future here or elsewhere, I extend to each of you my best wishes for every success and happiness in the years to come. By carrying through with your formal education, you have already demonstrated that you have the qualities necessary to construct useful and fruitful careers. 10

To students and staff members of 1963 Your year book marks the 60th anniversary of the State School of Science. Sixty ycai's of courage and faith and toil on the part of many people to make a dream come true. As I reflect on those sixty years of history. I think of the many individuals whose contributions made our State School of Science what it is today. One of the many was the late F. H. McMahon who spent the greater portion of those sixty years on our campus. I can submit nothing more appropriate than his thoughts of Wahpeton and the State School of Science in his introductory poem in his Dwellers Among the Leaves: Majestic domes of old Arabian stories were wrought by spell of eastern wizardry To light the sand with momentary glories And then—like swift mirages—cease to be. What is the greater wonder: castles airy With towere vainly formed of mist and wraith, Or some fair town arising from the prairie By patient magic of a people’s faith. They need no strains of stately panegyric, The pioneers, true servants of the gleam Whose glory is not told in measures lyric, Their toil made firm the outlines of a dream. Courage and faith and toil have laid foundation Planned to a wise completion stage by stage; Courage and faith and toil shall give duration And glowing splendor to our heritage. 12
