Commissioner: Elvira Jeslrab. Willistonl Fred Orth. Grand Forks; Albert Haas, Sew Hoekford. The state institutions of higher learning in North Dakota arc governed by the Board of Higher Education. This board is made up of seven members appointed by the governor, and a commissioner elected by the board. The Board of Higher Education was created by a constitutional amendment enacted in 1938. This amendment gave it power to organize or reorganize any part of the seven institutions under their control, and to specify or change the prescribed curriculum of these schools. Budget requests, appointments to the several faculties, and maintenance of plant and facilities arc among items coming up at their regular meetings. Recently, a statute gave the board broader powers in the matter of standards for state aid to junior colleges. In this day and age of educational change and mushrooming enrollment statistics, we look to this board for the solutions to our many problems. The North Dakota State School of Science is recognized as one of the finest institutions of its type in the nation. Its graduates form the firm foundation of the technical and management personnel of a wide range of industries. The initiative, honesty and aptitude for hard work found in the people of As a student at the North Dakota State School of Science, you are a part of the large group of people who will make up the reputation of this fine institution of higher education in generations to come. the Upper Midwest forms a valuable human resource when combined in a North Dakota State School of Science student with the depth of instruction available at this fine institution. This combination has permitted in the past and will continue in the future to permit the North Dakota State School of Science students to make their maximum contribution in whatever field their interests lead them. At the time this is being written, I am aware of the work that is being done by the Agawasie staff workers; and when the 1962 annual is ready for distribution, I know every one of us on the campus will be proud of it. Now to transgress from the decorous and the conventional, permit me to repeat here a statement which I heard recently that made a deep impression on me: There will be no peace in this world of ours as long as people fight for the front seat in the bus, the back scat in the church, and the middle of the road”. This provides a great deal of food for thought. As I reflect on the inferences, I take the liberty of making a recommendation in your 1962 annual. It is this: Your 1962 yearbook is the Product of youth on a junior college campus. outh faces the task of improving the educational offerings in our schools and colleges in the decades to follow. Your challenge is this: How can you instill into minds of peoples everywhere that there must be consideration for the other fellow; that our only salvation lies in the Word of God; and that each must have the courage to stay on the right side of the road and constantly inculcate in the minds of others the fact that there is no other way to a lasting peace? That is your job. 'Tis better that I provide you with a challenge in the few words on this page rather than repeat the decorous and conventional of years gone by.
