During the period of August 18 and 19, 1981, United States Sixth Fleet ships, carrier based air wings and fleet reconnaissance aircraft, under the tactical command of Flear Admiral James E. Ser- vice, Commander Battle Force Sixth Fleet, con- ducted an Open-Ocean Missile Firing Exercise in the south central Mediterranean Sea. Scheduled operations., approved by Vice Admiral William l-l. Howden, Commander Sixth Fleet, were conducted in the international airspace over international waters near the Gulf of Sirte because this area is generally free of commercial air and sea traffic, and has relativeily little commercial fishing activity. Four ships and four aircraft were scheduled to fire a total of fourteen exercise missiles at remotely controlled airborne drone targets during the two- day exercise. On August 18th, thirty-five sections of various Libyan fighters approached the an- nounced exercise area. The Libyan aircraft were intercepted and escorted away from the exercise area toward Libyan territory without incident by car- rier-based F-4 Phantoms from USS FORRESTAL QCV-593 and F-14 Tomcats from USS NIIVIITZ CCVN-681. During the early morning hours of August 19, two Libyan SU-22 FITTER aircraft fired an air-to-air mis- sile at a pair of F-14 aircraft from Fighter Squadron FOFRTY-ONE, based in NllVllTZ, whose air crew im- mediately returned fire with Sidewinder air-to-air missiles in accordance with the existing rules of engagement.
