The evaluation encompasses the entire spectrum of carrier operations and material condi- tion, plus the overall assessment of a ship's perfor- mance as determined by the embarked Carrier Group Commander. lt is also in large measure an evaluation of the leadership of the command and at- tests to the desire for perfection of both Com- manding Offioers during the competitive period.
