Naval ship is the most important officer in authority after the Commanding Officer and the Executive Officer. The OOD has the authority to act in many areas for the Commanding Officer in his absence. The NllvllTZ OOD's accept the responsibility for a billion dollar ship, a crew of about 5,000 and more than 80 aircraft, eagerly and confidently . . . it's a big job to say the least. OOD's must complete a rigorous and lengthy training program covering the many facets of naval operations: navigation, shiphandling, communications, tac- tics, rules of the road, and meteorology. All these subjects must be mastered. The period involved for a junior officer to become a qualified OOD underway may be expected to take up to nine months. Throughout the cruise in the Mediterranean, the NIIVIITZ OOD's remained vigilant, technically competent, and professional in ex- ecuting their duties. .. '.-, V T.
