Captain Richard T. Oaskill was born in Dallas, Texas, in 1932. He graduated from Marshall High School in Marshall, Texas, in 1948 and then attended Texas A St M University for two years before entering the U.S. Naval Academy. He graduated from the Academy in 1954 and entered flight training shortly thereafter. Captain Oaskill has served as an attack pilot with VA-15 and VA-12 aboard the carrier USS FRANKLIN D. ROOSEVELT QCVA-421 and as an instructor with VA-44 at NAS Cecil Field, Florida. While with VA-44 in 1962, he won the All-Navy tennis singles championship. Other duty stations have included a tour as Aide and Flag Lieutenant to Commander Carrier Division TWO aboard USS INDEPENDENCE QCVA-621 and as Weapons Officer on the staff of Commander, Fleet Air Mediterranean in Naples, Italy. Captain Oaskill received his Master of Arts Degree in Political Science from the University of California at Berkeley in June 1965, after eighteen months of graduate study there. In January 1967, Captain Oaskill reported to VA-22 at NAS Lemoore, California. He subsequently served as Operations Officer, Executive Officer and Commanding Officer of the Fighting Redcocks , deploying to Southeast Asia aboard USS RANGER CCVA-613 and USS BON HOMME RICHARD QCVA-311. During this period, he flew more than 200 combat missions. in November 1969, Captain Oaskill joined the staff of the Chief of Naval Operations, working in the Arms Control Branch of the Politico-Military Policy Division. One year later, he entered the Nuclear Power Training Program, attending schools in Bainbridge, Maryland and West Milton, New York. He also served briefly in the Division of Naval Reactors in Washington, D.C. before reporting to USS ENTERPRISE QCVN-651 where he served as Executive Officer from May 1972 until December 1973. From USS ENTERPRISE, Captain Oaskill again joined the staff of the Chief of Naval Operations, serving as a member of the CNO Executive Panel Staff until reporting to USS CONCORD QAFS-57 as Commanding Officer in October 1974. After serving in CONCORD for 13 months, Captain Oaskill again served briefly in the Division of Naval Reactors in Washington, D.C. Captain Oaskill's combat awards include two Bronze Stars, 22 Air Medals, the Navy Commendation Medal, the Navy Achievement Medal, the Vietnam Honor Medal, two Vietnam Oallantry Crosses, and various campaign and service ribbons. Captain Oaskill is married to the former Diane Annette Chachere of Baton Rouge, Louisiana. He resides in Virginia Beach, Virginia, with his wife and three children, David, 16, Debra, 15, and Danny, 10. 17
