Horo- The Student Council is responsible for co-ordinating all school-wide activities and representing the students to the administration. Although the four permanent commis- sions tCivics, Finance, Elections, and Activitiesj handle much of the Council's routine work, the Council as a whole undertakes new projects. The Council began its year with the ratification of the revised Constitution. The new Constitution clearly defines the rights and the responsibilities of the Council and its members. This year the Council continued several of its traditional projects: the school exchanges, the Student Council speaker, and the alumni program, a program by which juniors and sophomores can speak directly to Newton High graduates about specific colleges. This year the Council established several new programs as well: CID a merit system which awards privileges to students achieving a certain academic average and demonstrating good citizenship, KZJ a tutoring system whereby students failing work are tutored by students proficient in the subject, and C37 a Student Council award or scholarship given to the senior boy or girl who best exemplifies leadership. This year's Council has worked hard on these innovations, and it hopes that in the coming years these changes will become tradition.

The Civics Commission takes care of school problems which directly pertain to the student body: the cafeteria, school grounds, tunnels, smoking regulations, and schooldress and de- corum. By strengthening the Central Civics Commission and the House Civics Commit- tees, the Commission has been able to more adequately take care of some of the schools problems. The Commission reorganized and improved the Orange Shield. The smoking rules were re-written and enforced. To help the general decotum of the school, the Com- mission took part in developing a dress code The Finance Commission is responsible for rais- ing and spending the money in the Student Council treasury. Its income comes from the sale of book- covers, decals, and folders, the sale and distribution of the New York Timex and the annual Bermuda Day. The bulk of the treasury is used for the sup- port of the Councils two foster children and for the Student Council Scholarship. This year the Commis- sion began two new projects: CU the organization of the sale of magazines and periodicals to the stu- dent body, and C22 the establishment of a co-op which would serve as a student store.
