Snyder was born in Detroit, Michigan on February 12, 1922. Entering the U.S. Naval Academy in 1940, he graduated in Iune of 1943. Shortly thereafter, while serving on board the USS HAKE in 1944 and 1945, he participated in six combat submarine war patrols in the Southwestern Pacific area. After the war he served in the Submarine DIABLO, IREX, and CATFISH, return- ing to the USS IREX in 1954 as Commanding Officer. Under his direction, the IREX won the coveted Battle Efficiency Pennant and was designated the outstanding submarine in the Atlantic Fleet in 1956. After a yearis postgraduate work at Stanford University in 1957, he was awarded a Master of Arts Degree in Personnel Administration. In Iuly 1959, the then Com- mander Snyder joined the staff of Commander Sub- marine Force U.S. Atlantic Fleet as the Force Personnel Officer and Executive Assistant for Leadership. He next took command of Submarine Division Eighty Two in New London, Connecticut. t After a year of study at the Industrial College of the Armed Forces in Washington, he reported as Chief Staff Officer, Submarine Flotilla Seven based in Yokosuka, Japan. In 1965 Captain SNYDER assumed his third command, the Fleet Oiler USS ALLACASH. Returning to the Pentagon, he next directed the Con- gressional Iointllnterservice and Special Matters Branch, Office of the Chief of Naval Operations in Washington. In this capacity Captain SNYDER was the direct back- up man for the Secretary of the Navy and the Chief of Naval Operations during Congressional Hearings. In january 1968, Captain SNYDER reported aboard the USS NEWPORT NEWS as Commanding Officer. sf.. ff 'A' if W - I fl VIEW FROM THE BRIDGE What have I seen from the bridge of this magnificent ship over the past sixteen months? First, foremost, and indelibly recorded in my mind is the performance of magnificent men. Men with a spirit unmatched, men with an irresistible enthusiasm, men who are 'unafraid and untiring in their efforts to do the task at hand no matter how dangerous or menial. And finally men who are humble and polite yet noble and proud. Proud of their country, their ship, their shipmates and yes, proud of me. To have served with these men has been the greatest privilege of my life. This fine book will give you a far better insight into the activities and lives of these men and the accomplishments of our ship, than all the words I could put down here. FENLON Commander F enlon was born in Clinton, Iowa, the son of Dr. and Mrs. Leslie K. F enlon, Sr. The Com- mander graduated from Clinton High School, and soon thereafter enrolled in the State University of Iowa as a pre-med student. In 1944 his studies were brought to an abrupt end, when in that same year, the Commander enlisted in the Navy. Assigned as a Hospital Corpsman, the Commander worked both the East and West coasts in that capacity until mid-1945. 1949 saw the Commander graduating from the United States Naval Academy with the commision of an Ensign, and an initial assignment to the Battleship USS MIS- SOURI. Two years of duty, coupled with nine months gunline duty in the Korean war, brought an end to the Com- manderis first assignment, as he was reassigned to the USS PURSUIT, a Geodetic Survey Ship in the Atlantic Fleet. Within the next three years, LT. Fenlon was promoted to Lieutenant, assumed his first command, PCE-874, homeported in New Orleans, and returned to the Naval Academy as a Seamanship and Navigation Instructor. Commander Fenlon commissioned the USS BICELOW QDD-9421 as the Operations Officer in 1957, and remained on board until 1960, serving the last eighteen months as Executive Officer. Within these last eighteen months as Executive Officer, the then Lieutenant was promoted to Lieutenant Commander, and at the end of 1960 was assigned to the Bureau of Naval Personnel as a member of the Officer Performance Division. Off-duty time in the years 1960-1962 were beneficial to the Commander, as he earned a Master's Degree in International Relations from American University during that time. The next stop for the Commander was the Naval War College. After completion of the college, he was assigned to Ioint Staff duty in Seoul, Republic of Korea. as Plans and Policy Advisor to the Minister of National Defense. This was in 1963. In September of 1965, the Commander achieved a major ambition when he took command of the destroyer, USS RICH CDD-8202. Under his command, the RICH under-went two successful deployments, visiting ports from the Indian Ocean to the Norwegian Sea. From August, 1967 to June, 1968, Commander F enlon was a student again, this time in the U.S. Air Force's Senior course, at the Air War College, Montgomery, Alabama. june of 1968 brought the Commander to the World's Largest Heavy Cruiser, where he assumed his present position. The Commanderis official home is in Thorndale, Pennsylvania. He is married to the former Mary jane Kinkaid of Thorndale, and they have two children, a daughter, Karen, and a son Leslie III. A COMCRUDESF LOT 9 David Harrington Bagley was born in the Hague, Netherlands, on December 7, 1920, son of Admiral David W. Bagley, USN and Mrs. Marie L. Bagley. He graduated from the U.S. Naval Academy on Iune 9, 1943. From February 1947 to March 1948 he served as the Executive Officer and Navigator of the USS CUNNA- SON CDE-7951. After serving aboard the USS CUNNA- SON the Admiral became the Assistant Readiness Officer Staff ComDesPac and in 1950 he took the post of Opera- tions Officer Staff of COMDERON SEVEN in the Korean area. In March 1956 he became the Assistant Head of the Pacific-F ar East Branch, Politico-Military policy Division Office of the Chief of Naval Operations. 6- He served in the Strategic Plans Division, Office of the Chief of Naval Operations, Office of the Assistant Secretary of Defense Qlnternational Security Affairsj during 1963. In May 1964 he became the Executive Assistant and Senior Aide to the Under Secretary of the Navy and for exceptionally meritorious service in that capacity, he was awarded the Legion of Merit. In September 1966 he commanded the USS OKLA- HOMA CITY QCLC-51 until 1968 and was awarded a gold star in lieu ofa second Legion of Merit. He is married to the former Charlotte Lee Hartwell of San Mateo, California and they have five children. l COMCRUDESFLOT 3 Thomas Ioseph Rudden, Ir., was born in Newark, New Iersey, on 19 August 1915. He entered the U.S. Naval Academy in 1935, graduated with the class of 1939, com- missioned Ensign and subsequently advanced to the rank of Rear Admiral on 10 August 1965. Following graduation from the Academy, he was assigned to the USS CALIFORNIA. The CALIFORNIA was badly damaged and sank in 16 feet of mud, when the Iapanese attacked Pearl Harbor. By April of 1942, she was pumped, raised and in drydock for repair. He was awarded a letter of Commendation with Ribbon for his actions during the attack on Pearl Harbor. Serving aboard the USS CLEVELAND he saw action in: Guadalcanal, New Georgia, Green Island, Siapan, Tinian, Guam and Palau. For his services he was awarded a bronze star on his Commendation Ribbon. From February 1947 until October 1952 he served as Executive Officer of the USS GURKE and Commanding Officer ofthe USS MCCOOK and CASSIN YOUNG, he became the Commanding Officer of the USS GALVES- TON in 1963. His selection to the rank of Rear Admiral was approved by the President and was promoted 1 November, 1965. On 19 Ianuary 1968, Rear Admiral Rudden became Commander Cruiser Destroyer Flotilla THREE. 7 On March 6, 1947 USS NEWPORT NEWS was christened Queen of the Sean 8 BIRTH OF RECIN A MARIS Racing to aid the victims of a stricken city, serving as flagship during a shipping quarantine, sharing in the preservation of peace in cold war crises, and demonstrat- ing her awesome firepower in combat are vivid entries in the log of the World,s Largest Heavy Cruiser, USS NEWPORT NEWS. Now in her 21st year of service, the 20,950 ton NEW- PORT NEWS bears the proud name of the city in which she was built. She is also the last of 18 cruisers con- structed by Newport News shipbuilders between 1902 and 1949. Her first keel plates were lowered into Shipway 11 signaling start of construction on October 1, 1945. Seven- teen months later, the 71636 foot vessel was christened in a ceremony witnessed by 20,000 people, including resi- dents of the namesakes city and employees of the com- an . Today her chief role is support of operations directed by the Commander of the Seventh Fleet. She can direct her guns at inland targets, provide gunfire support for Marines ashore, or back up task force groups and other ships in fleet operations. The armament of the heavy cruiser, featuring the fastest firing major caliber guns in the world, has been proven repeatedly. It includes three turrets, each housing three rapid-fire, eight-inch 55 caliber guns. Secondary and anti-aircraft batteries are composed of 12 dual- purpose, five-inch 38 caliber guns and four three inch 50 caliber rapid-fire guns. LAST GF THE LE IATH S CHINA MORNING POST The hearts of old Navy hands must beat a little faster when they cross the harbor these days. For rare indeed it is that they can test their gaze on the powerful beauty ofa ship carrying big guns. The USS NEWPORT NEWS, now moored in the naval anchorage, is one of the last of her breed, an anachronistic reminder of the days when ships with big guns ruled the seas and proudly showed the flag on goodwill cruises round the world. Gone are the days when the cruiser was the navy,s maid of all work, the symbol in distant ports of nation's strength and ability to maintain its rights anywhere on the high seas. Now that the battleship has gone the way of the ship of the line Qwith the single exception of the recently reactivated USS NEW IERSEYJ, the mantle of sea- borne power has passed from aircraft carriers to missile carrying submarines. But neither class of vessel can match the eye appeal of a ship carrying big guns. They were designed to awe, and awe they could and did when necessary. They could hit hard and travel far and fast. FRIDAY MARCH 28, 1969 It was their long lean barrels that bespoke a nation's will. And while they no longer match the destructive power of carrier-borne jets or a missilelaunched from under the sea, it was guns that carried the flag to victory in battles from the Armada to Surigao Strait. When the gun went into decline, so did the ships that carried them. Electronics took over and today's men o, war carry a tangle of aerials in their fighting tops, helicopters amid- ships, and missilelaunchers on quarter decks. None of these modern marvels gives to a fighting ship that special arrogance that big guns did. Those ships are almost gone and soon the last of them will go out of commission and end in the breaker,s yards. Till then, men who love the sea and repect that sea power won and exercised by the authority of big guns, will relish the rare glimpse of such ships as NEWPORT NEWS. All too soon they will live only in the minds of old sailors and on the dry pages of history books. The idea of joining the two oceans through the narrow isthmus was born soon after the New World was discovered. The first tangible efforts to build a Panama Canal began january 10, 1880, when the project was formally inaugurated by the French Canal Company. The work was conducted with great vigor but the project was doomed to failure. Nature's own obstacles, inadequate machinery, insecure financial arrangements, and health conditions on the Isthmus contributed to failure of the Company in 1889. A new French Company was formed in 1894 and work was continued on a modified scale until 1904 when the company's rights and properties were purchased by the U.S. Government for S40 million. To enable the United States to construct and operate the Panama Canal the Republic of Panama granted the United States exclusive jurisdiction and control within the Canal Zone. The Panama Canal was opened to commercial ship traffic August 15, 1914. Since that time more than 250,000 ships of every category and over one billion tons of cargo have gone through the waterway. Although lock canals had been in use many years before the Panama Canal was built, no locks of its magni- tude had ever been constructed. The structural steel gate leaves are 7 feet thick and are compartmented so that they practically float in the water. Each leaf is so delicately balanced that it is moved by a 25 horsepower motor. All but the smallest ships are towed through the Canal Locks by electric locomotives or amulesn, while elsewhere in the Canal they move under their own power. These mules that towed us through are mighty midgets. Each weighs nearly 100,000 pounds and is capable of exerting 25,000 pounds of pull or braking power. As the children toured the ship, a look of amaze- ment and thankfulness was pictured on each face. Some of the children made special friends with the men, while others contently Walked about. Whether a visitor from another ship or an important dignitary, flight quarters was truly the best means of trans- portation. Along with the many visitors that were brought aboard this way, the sound of FLIGHT UARTERSU was always welcomed as this was Q mail delivery also. During the many months away from home, mail is the only source of communication between the crewmembers of the NEWPORT NEWS and families. While deployed, a time came when mail became very scarce, and caused a great deal of anxiety among the men. To relieve this bur- den of no mail, the ship hosted an amusing show while at sea. Some of the acts in the Fantail Frolics consisted of various musical groups and a Miss Thunder beauty con- test. Many men from the ship participated in the F roligg to help enlighten the situation of having no mail and it was also an opportunity to take a short break from our busy job on the gunline. Not knowing the language or any of the surroundings, the feeling of be- longing was felt by all. One could always walk along and find himself invited to sit and talk with a school child studying English, or to be invited to a tea house and later to the home of one of these wonderful people. As the ship was host to many people for general visiting, the opportunity of coming aboard was taken by many, as an overwhelming group of people from the city of Kagoshima toured the mighty cruiser. Visitors were led by the men ofthe ship to various parts from the eight-inch guns on the deck to the area ofthe bridge over-looking the majestic view of the harbor. While general visiting was conducted aboard, men on liberty found themselves being treated much the same as each toured the city on his own. W!! SECRETARY OF THE NAVY VISITS THE NEWPORT NEWS During our deployment, while off the coast of Viet Nam, the men of the NEWPORT NEWS were host to the Secretary of the Navy, the honorable John H. Chafee, as he toured the fighting ships of the West Pac deploy- ment. While aboard the NEWPORT NEWS, Mr. Chafee had the opportunity of observing the world's largest heavy cruiser in action against enemy troops. In the distance could be seen the famous Rock of Alcatraz. The city, San Fran- cisco. This was our first visit to the States after our long deployment, and being the first visit by the NENVPORT NEWS proved to be a memorable experience. Touring the city, proved to be a rewarding adventure for everyone. WVhether strolling along the waterfront, walking up the mighty hills of the city, or gazing at the famous flower children, a person could easily become part of it. Being the first time in San Francisco, the NEWVPORT NEVVS was host to many people. Young and old mar- veled at the mighty ship and many were turned away as the visit soon ended. For the past two years Boatswain's Mate Chief Master Virgil Jennings has been this link aboard the NEWPORT NEWS. Before reporting aboard he was stationed aboard the USS CAPRICORNUS and at the U.S. Naval De- gauzing Station in Norfolk, Virginia. Chief Iennings was asked what it is like to be the 108 Chief of the ship. His reply was that it was a very 1'6- warding and satisfying job and was a great experlellce to be able to meet so many people. One of his m0Sf memorable experiences while on the NEWPORT NEWS was that of the amazing job that sailors can do when the chips are down. U He joined the Navy in 1942 and has been on active duty for over 26 years. This description is used because Operations Department personnel operate and maintain all surface and air search radar equipment, and man most of the voice circuits. Lookouts are trained and supervised by the Operations Department to report and co-ordinate their observations with other stations throughout the ship. The Operations Department is composed of nine of- ficers and one hundred forty-three enlisted men, organ- ized into two groups according to function. The CIC Officer heads the group which is concerned with radar operation, electronics warfare, intelligence, visual lookout training, recognition, transportation, and meteorology. The enlisted rates assigned are principally radarmen with a few aerographefs mates, and yeomen to handle the paper work in the departmental office. The Electronics Officer is responsible for the main- tenance and repair of all electronics equipment. Fre- quent attendance at special schools and a vigorous on- board training program are required to keep the elec- tronics technicians up to date with our growing families of new and complex electronics equipment. To enable the technicians to concentrate on repair, most of the pre- ventative maintenance and care of the radar and radios is performed by the men who operate the equipment, and are thereby best acquainted with its day-in and day-out performance. 126 CDR. D.H. sMooTs COMMUNICATIONS CR DIVISION OFFICER COMMUNICATIONS OFFICER ADMINISTRATION DEPARTMENT HEAD ASSISTANT The Communications Department, consisting of CR and CS divisions, carries the responsibility of the transmission, dissemination, and handling, and receiving of all messages both visual and mechanical. The Radiomen, of CR Division, handle a vast amount of messages on their average Watch of six hours on, and six hours off, when the average amount of messages received totals about 100 each Watch. CS Division handles the visual aspect of communications. Signalmen can be found at any hour of the day or night, on the upper extremities of the ship, either sending or receiving or simply just waiting aroundv for the messages to flash on the signal lights, or by semaphore, in the Way of flags. It takes a lot of food for twelve hundred hungry men, and it's the Supply Department's job to see that meals are prepared and served properly. Birthdays are remembered with specially baked cakes from our own bakery. Perfumes to toothpaste can be bought at the ship's store. WEAPUNS The Weapons Department employs over 400 officers and men, is skilled in Seamanship, Maintenance and repair of guns, and in gun control. There are ten divisions that make up the Weapons Department: They are First, Second, Third, Fourth, Fifth, Sixth, Seventh, Side Cleaners, Fox, and the Marine Detachment. Of the ten, First, Third, Fourth, Sev- enth, and Side cleaners are the Deck Divisions. It is their responsibility to insure battle readiness of the ship at all times, to maintain cleanliness in their assigned spaces, to act as parts of gun crews, and to supervise and perform in all evolutions at sea, and in port. Second, Fifth, and Sixth divisions are made up of Cunneris Mates and Seamen who maintain, install, repair, and operate the ship's guns. Second division maintains the ship,s 8,755 guns, Fifth divisionis responsibilities center around the dual purpose 5,738 guns, and 6th Division handles the anti-aircraft 3750 caliber batteries. Fox Division is accountable for the maintenance of all gun directors, fire control radar, and the plotting rooms, only to name a few of their duties. Last, but definitely not least, comes the MARINE DETACHMENT. Marines are essential in the day to day routine, in their duties, such as Brig Sentries, Orderlies for the Captain and Executive Officer, as parts of gun crews, and as spotters for fire control to the shores. During the WestPac cruise, the Marine Detachment was prevalent in our shore spotting by supplying Marine Captain Matthys, better known as Thunder Grunt .
