Cooper, USN, was born on July 22, 1903, in Savannah, Georgia. He graduated from Boy's High School, Atlanta, then attended Georgia Tech. from 1921 to 1922, where he was a member of Phi Gamma Delta fraternity. He entered the U. S. Naval Academy in 1922 and was commissioned Ensign in June, 19264 He attained the rank of Captain in August 1943. A Following graduation from the Naval Academy, Captain Cooper served in the USS Pennsylvania and in. 1928 he received his designation as a Naval Aviator at Pensacola. He served in aviation for five years. In 1933 he began a career in destroyers, which saw him in command of the USS McCalla fDD-4881 at the outbreak of WWII. While in this capacity he, was awarded the Navy Cross for valor in the rescue of the USS Duncan when that ship was sunk in the Battle of Cape Esperance during the Guadalcanal campaign. ' ' He then took command of the USS Charles J. Badger fDD-6571 and a short time later became Commander, Destroyer Division 98. During this period he was awarded the Bronze Star medal for action in the Bombardmant of the Kurile Islands and the Commendation Ribbon during the Battle of Leyte Gulf. His next assignment was Commander Destroyer Squadron 9. . ' lnaddition to the Navy Cross, the Bronze Star medal with Combat V , and the Commendation Ribbon, Captain Cooper has the American Defence Service medal, the American Campaign medal, Asiatic-Pacific Campaign medal with silver star ffive engagementsl, the WWII Victory medal, Navy Occupation Service medal, Asia clasp, China Service medal, and the Philippine Liberation ribbon with one star. -' ' In 1947 he was ordered to duty at the Naval Academy as Secretary of the Academic Board for three years. Captain Cooper is a graduate of the Naval Postgraduate School, Annapolis, Md., and the National War College. At the present time he and his ife, the former Lois Luther of Palmerton, Pa., and their three children reside at 5509 Aflson Drive, Norfolk, Virginia.
