His duties include appointing teachers and other employees confirmed by the Board, preparing the annual calendar, assigning students to schools, meeting with committees of the Board, reporting on the conditions and needs of all Newcomerstown schools, enforcing the rules and regulations of the Board, preparing courses of study, and recommending textbooks. The Assistant Superintendent, Claude Hinds, controls the purse strings of the school system by advising the use of all federal funds besides being responsible for the buses and bus routes. Together, they have played a significant role in the planning and construction of the new high school building. Mr. Hinds 16

MUSIC AND ART DEPARTMENT Mrs. Hickman The Art, Instrumental, and Choral sections of the Fine Arts Department are headed by Rachel Ann Hichman, Connie Dichler, and Walter Heck, respectively. The Art Department, which involves the Middle and Elementary schools, stresses the creativity of each student. Setting its goals as theory, technique, and music appreciation, the instrumental section, which includes marching and concert band, enters in state and area competition. While its goals are similar to the instrumental section, the choral program is more active in religious programs, the yearly musicals and fall and spring concerts. 18
