He obtained his early education in the public schools of New York and later attended the College of the City of New York for two years. In 1875 he began the study of medicine at the College of Physicians and Surgeons in New York and received from this institution the M.D. degree in 1879. He then attended the New York College of Dentistry, from which institution he graduated in 1880. From the beginning of his association with dentistry, Dr. Starr was partic- ularly interested in the educational aspect of dentistry. He became associated with the New York College of Dentistry as clinical instructor in 1885 and also acted as assistant to the professor of operative dentistry, in which capacity he continued to serve until 1897. In 1897 he'was appointed professor of operative dentistry, succeeding Professor Frank Abbott, who died in that year. Weisse, and in 1918 he gave up active practice to devote his entire time to college work.
