That is far from an empty phrase in this country, where the obstacles to advancement are so few. It is hard for us to realize that there are millions of people all over the World today, who have no idea what we mean when We speak of freedom of opportunity. It seems to me, our special responsibil- ity is not only to understand the meaning of freedom of opportunity, but to preserve it, and if possible, to make it work for more and more people throughout the world. One of the characteristics which I think distin- guishes a free country is faith in the individual, and a conviction that each of us has not only rights, but responsibilities.
