Schools are established by the people to secure certain results of quality in character and citizenship, fundamentally the peo- ple are not interested in the machinery of it all but rather in the product which the machinery turns out. The education machinery is, therefore, merely a means to an end. Schools are administered solely for the purpose of securing these desirable results. Representatives of the people to serve them in accomplishing this purpose are selected as members of the Board of Education and their first duty is to assemble the desires of the masses of people, organize them, translate them into terms of desirable results, establish policies that will set in motion the machinery for securing: these results, and then see to it that the work nec- essary to the attainment of the ends desired is done.
