Members of all high school publications are eligible to ioin if they meet the qualifications set by the Society and the publication sponsor. To ioin the Society, a student must be a Junior or Senior, in the upper third of his or her class, honest, dependable, and cooperative, doing above average work on the publication, and passed by the National Quill and Scroll.
