Policy Makers The main responsibility for the care and maintenance of District No. 277 fell upon the seven members of the school hoard. Elected by the voters of the district, the members decided on the year’s schedule, hired personnel, managed the district’s building and property, determined school policy, and dealt with matters of budgeting and taxation. To carry out their policies, the Board appoints a superintendent, a business manager, and a principal for each building. The board meets once a month plus having many emergency meetings. The minutes were published in the Minnetonka Herald. 7

The Guidance Department was staffed by the two counselors. Mr. Musser and Mr. Babcock, and their secretary Mrs. Armstrong. Each student had at least one scheduled interview during the year in which his curriculum and career plans were reviewed. Especially important were the senior interviews in which the seniors discussed their college and vocational plans with the counselors.
