EXECUTIVE OFFICER LCDR. P. E. PATACSIL 1.1 ' LIEUTENANT COMMANDER PETER E. PATACSIL EXECUTIVE OFFICER (MAY 1973) Lieutenant Commander Peter E. PATACSIL was born and raised in Honolulu. Hawaii. He graduated with a Bachelor of Science degree in Civil Engineering from the University of Hawaii in 1960. In 1961 he was commissioned as Ensign at the Officer Candidate School in Newport, Rhode Island. In addition, he received a Master of Science degree in Operations Research from the U.S. Naval Postgraduate School in Monterey, California in 1966. He has also attended the U.S. Naval Destroyer School in Newport, Rhode Island and the Naval Inshore Operations Training Center in Vellejo, California. LCDR PATACSIL served his initial tour from June 1961 to June 1964 in USS SAN JOAQUIN COUNTY (LST-1122), homeported in Iwakuni, Japan. During this tour he was assigned to several billets including Operations Officer. He has also served as First Lieutenant in USS INGRAHAM (DD-694), homeported in Newport, Rhode Island, and as Engineering Officer in USS RENSHAW (DD-499), homeported in Pearl Harbor, Hawaii. LCDR PATACSIL ' s shore assignments include a 2 ' 2 year tour as a Computer Systems Analyst while attached to the Joint Strategic Target Planning Staff in Omaha, Nebraska. Just prior to reporting to MORTON, he served simultaneously as Chief, ASP Plans and Management Section, U.S. Military Assistance Command, Viet Nam and as Senior Advisor to the Republic of Viet Nam Armed Forces Intelligence Data Handling Systems Center in Saigon. LCDR PATACSIL is married to the former Julia Leon Guerrero of Barrigada. Guam. They have three children: Peter Kenneth (7), Matthew Raymond (4), and Catherine Elizabeth (3).

CDR. JOHN H. FISHBURN Commander John H. FISHBURN was born in Norristown, Pennsylvania in 1935. He attended the Norristown public schools and graduated from Norristown (Eisenhower) Senior High School in 1953. He matriculated at Dartmouth College, having received a scholarship under the Regular NROTC Program. He graduated with a Bachelor of Arts degree and was commissioned an Ensign on 7 June 1957. Commander FISHBURN served his initial tour in USS FLETCHER (DD-445), homeported in Pearl Harbor, from 1957-1960. Upon completion of his obligated service, he resigned his regular commission and joined the teaching staff of the Punahou School, Honolulu, Hawaii in 1961 where he taught senior school English and coached athletics at the junior school level. In 1962 he moved to Pennsylvania and joined the staff of Methaction High School, CoUegville, Pennsylvania. In July 1962 he returned to active duty, serving as ASCAC and Assistant CIC Officer in USS HORNET (CVS-12), operating out of Long Beach, California. From October 1964 to October 1966 he was on the staff of the Fleet Anti-Submarine Warfare School, San Diego, instructing in the Officer Training Division. His following assignment was as First Lieutenant in USS BON HOMME RICHARD (CVA-31) operating extensively in the Gulf of Tonkin during the height of the Vietnam conflict. Subsequently, in July 1968, he received orders as Executive Officer in USS ENGLISH (DD-696) out of Mayport, Florida. In January 1970 he joined the staff of COMASWFORPAC as Project Manager for UPTIDE, a series of major fleet exercises examining advanced tactics and hardware to co mbat the modern submarine threat. ASWFORPAC and FIRST FLEET merged in February 1973 to become THIRD FLEET. On the newly recommissioned staff, CDR FISHBURN served as the Technical Director to the Assistant Chief of Staff for Analysis until his present assignment. CDR FISHBURN is married to former Miss Susan Boyd Brooks of Honolulu. They have four children: Heidi (10), Michael (9), Heather (7), and Hilary Joanne (4).
