Williams assumed duties as Ex- ecutive Officer of MONONGAHELA in December of 1982 and accepted the challenge of getting the shop ready administratively for its deployment. LCDR Williams served temporarily as the Execu- tive Officer until june 1983. Although he served only this short time, LCDR Williams brought us through a Command Inspection, all preparations for a major deployment and the first three months of that deployment. He was gradu- ated with a Bachelor of Arts Degree in june 1963 and com- missioned an Ensign at Officer Candidate School Newport, Rhode Island on February 7, 1964. His early naval career included shipboard duty as Main Propulsion Assistant in the radar picket ship USS LOOKOUT CAGR-21 and as Chief Engineer in USS TOWHEE CACS-281. As Executive Officer of USS CADDO PARISH CLST-5155 from November 1966 to December 1967, Commander Bard served in Vietnam, providing in-country logistics support carrying various cargoes along its coast in the South China Sea and in the river of the Mekong Delta. In january 1968 he proceeded to the staff of Naval Officer Candidate School, Newport, Rhode Island as a Company Officer and then as Assistant Military Director. Following graduation from Naval De- where he won the Cruiser Destroyer Flotilla TEN Shiphan- dling Award and earned his qualification to command de- stroyers. His education continued with the 'oint staff o eration I P course at the Armed Forces Staff College, Norfolk, Virginia, thereafter reporting to Commander Amphibious Force, U.S. Atlantic Fleet as Aide and Flag Lieutenant. He continued in this assignment during the consolidation of type command- ers into Commander Naval Surface Force, U.S. Atlantic Fleet on january 1, 1975 where he was a Plank Owner on the new staff. In july 1975 Commander Bard reported as Executive Offi- cer of USS HERMITAGE KLSD-285 and then in December 1976 to staff duty in the Bureau of Naval Personnel, Washing- ton, D.C. as a Navy Minning Plan Manager and on a person- nel distribution study group. . October 1979, he began attending various courses and briefings in preparation to place USS MONONGAHELA QAO-1781 in commission. Among Commander Bard's decorations are the Navy Achievement Medal and Meritorious Unit Commendation for special operations in the Black Sea in UUS MULLINNIX IDD-9441, and the Humanitarian Service Award for relief operations in earthquake-torn Guatemala. For service in Vietnam he was awarded the Republic of Vietnam Gallantry Cross Unit Citation, the Vietnam Campaign Medal with de- vice, and the Vietnam Service Medal. He wears the Surface Warfare Officer insignia. He presently holds the position of Operations Officer for Command Service Squadron Two. USS MONONGAHELA CAO-1783 was placed in commis- sion May 28, 1981 with Commander Bard as her Command- ing Officer.
