K THE FIRST MONONC-AHELA: Birth of the Tradition The first Navy vessel to bear the name of the river that winds its way through Pennsylvania and West Virginia took to the high seas in 1863. The barkentine-rigged screw sloop of war earned a reputation in violent action during the Civil War. She served for a time as the flagship of Admiral David Ci. Farragut and made travels as far-reaching as the Orient. In May 1904, MONONGAHELA set sail for Guantanamo Bay, Cuba, where she was to serve as stores ship. It was to be her final resting place. On March 17, 1908, she was gutted by a terrific fire. The heat was so intense, her cannon barrels began to droop. One of these drooping cannon barrels stands today on the naval base as a monument to this 19th Century workhorse. THE SECOND MONONGAHELA: Child of War In the opening months of World War II, the commercial tanker ELKAY was acquired from the Maritime Commission by the Navy. She was commissioned in Norfolk july 31, 1942 as USS MONONGAHELA CAO 421 and quickly assigned to the war-torn Pacific. MONONGAHELA participated in assaults on Guadalcanal, the Marshall Islands, the Philippines, Iwo lima and Okinawa as well as many other places that the war in the Pacific spread. MONONGAHELA sailors returned home with stories of how their proud ship narrowly avoided destruction during the kamikaze air attacks at Kerama Retto. The veteran ship won 10 Battle Stars in the Asiatic-Pacific Theatre as part of the life- giving supply line of oil, dry cargo and ammunition. In 1951, MONONGAHELA was assigned to the Military Sea Transportation Service, supplying United Nations Forces in the Far East during the Korean Conflict until the day she was finally transferred to the Atlantic Fleet in 1953. She served with distinction on extended operations in the Mediterrean and on the East Coast until she was decommissioned. The second of the MONONCAHELAS was retired for good on February 1, 1969. 1115531 4. During his command, Commander Cirause served in Viet- nam, deploying on combat missions along the coast of Viet- nam and in the rivers of the Mekong Delta. In April of 1972 Commander Grause reported to the De- fense Language Institute for studies of the Spanish language in preparation for his next assignment as First Lieutenant on the staff of Commander, US Forces, South Atlantic, duties he assumed in October 1972. In October 1974, Commander Cirause became the Officer in Charge of the Surface Effect Ship Test Facility Detachment in Panama City, Florida. During this tour of duty, he was directly involved in the development of the Navy's air cush- ion vehicle. Nm Commander Cirause assumed command of USS EDENTON I fATS1I in November of 1977 and in May 1980 became the Director of the Integrated Tactical Systems Department at X Fleet Combat Training Center, Atlantic at Dam Neck, Virgin- Nth' ia. At present Commander Cirause is the Commanding Offi- cer of the World's Finest Oiler, USS MONONGAHELA fAO178l. Among Commander C.rause's decorations are the Merito- rious Service Medal, the Bronze Star Medal with Combat Distinguishing Device for Service in Vietnam, the Navy Com- mendation Medal, the Meritorious Unit Citation, the Viet- namese Honor Medal First Class, the National Defense Med- al, the Armed Forces Expeditionary Medal, the Navy Expedi- tionary Medal, the Vietnam Service Medal fSeven Starsl, the Vietnamese Civic Action Commendation and the Vietnam- ese Gallantry Medal. Commander Grause also wears the Sur- face Warfare Officer insignia. Commander C-rause resides in Virginia Beach, Virginia with his wife Patricia and their son Christian. COMMA DI t OFFICER 7 F. P. GRAUSE coMMANoER u.s. Nfxvv Francis Patrick Cirause was born on November 1, 1942 and is a native of North Palm Beach, Florida. He was graduated with a Bachelor of Arts degree from the University of Florida and commissioned an Ensign at Officer Candidate School, Newport, Rhode Island on February 5, 1965. His early naval career included shipboard duty as A Division Officer and Assistant Navigator in USS BOXER fLPH4l and First Leiutenant in USS WILKINSON fDL5l. Whitaker was born in Hammond, Indiana on November 4, 1948. He is a graduate of the University of Wisconsin and was awarded a Bachelor of Science Degree in Biochemistry in june 1973. He continued his education at the University of California earning a Masters of Science Degree in Systems Management in March 1978. He was commissioned june 6, 1970. In October 1971 he was assigned as Material Officer for Commander, Escort Squad- ron Ten. Upon graduation from Naval Destroyer School in February 1973, he served as Engineer Officer in USS BUCK fDD761j then USS ACIERHOLM CDD826j until November 1975. From November 1975 until july 1978 Lieutenant Com- mander Whitaker served as manpower systems analyst at the Navy Manpower and Material Analysis Center Pacific. He returned to sea in july 1978 as Material Officer for Com- mander, Destroyer Squadron Thirty Two. From january 1980 until january 1982 he served as 3-M Project Officer for Commander, Naval Surface Force U.S. Atlantic Fleet and then proceded to the Armed Forces Staff College at Norfolk, Virginia as a student until june 1982. He then served as Director of Training at Fleet Training Center, Norfolk. From this assignment Lieutenant Commander Whi- taker was ordered to USS MONONGAHELA IAO178j as Ex- ecutive Officer, arriving in May 1983. Lieutenant Commander Whitaker is married to the former Amy S. Ritchie of Norfolk, Virginia and resides in Virginia Beach with his wife and two daughters Lindsay and Ashley. ...-... He was gradu- ated with a Bachelor of Arts Degree in june 1963 and com- missioned an Ensign at Officer Candidate School Newport, Rhode Island on February 7, 1964. His early naval career included shipboard duty as Main Propulsion Assistant in the radar picket ship USS LOOKOUT CAGR-21 and as Chief Engineer in USS TOWHEE CACS-281. As Executive Officer of USS CADDO PARISH CLST-5155 from November 1966 to December 1967, Commander Bard served in Vietnam, providing in-country logistics support carrying various cargoes along its coast in the South China Sea and in the river of the Mekong Delta. In january 1968 he proceeded to the staff of Naval Officer Candidate School, Newport, Rhode Island as a Company Officer and then as Assistant Military Director. Following graduation from Naval De- where he won the Cruiser Destroyer Flotilla TEN Shiphan- dling Award and earned his qualification to command de- stroyers. His education continued with the 'oint staff o eration I P course at the Armed Forces Staff College, Norfolk, Virginia, thereafter reporting to Commander Amphibious Force, U.S. Atlantic Fleet as Aide and Flag Lieutenant. He continued in this assignment during the consolidation of type command- ers into Commander Naval Surface Force, U.S. Atlantic Fleet on january 1, 1975 where he was a Plank Owner on the new staff. In july 1975 Commander Bard reported as Executive Offi- cer of USS HERMITAGE KLSD-285 and then in December 1976 to staff duty in the Bureau of Naval Personnel, Washing- ton, D.C. as a Navy Minning Plan Manager and on a person- nel distribution study group. . October 1979, he began attending various courses and briefings in preparation to place USS MONONGAHELA QAO-1781 in commission. Among Commander Bard's decorations are the Navy Achievement Medal and Meritorious Unit Commendation for special operations in the Black Sea in UUS MULLINNIX IDD-9441, and the Humanitarian Service Award for relief operations in earthquake-torn Guatemala. For service in Vietnam he was awarded the Republic of Vietnam Gallantry Cross Unit Citation, the Vietnam Campaign Medal with de- vice, and the Vietnam Service Medal. He wears the Surface Warfare Officer insignia. He presently holds the position of Operations Officer for Command Service Squadron Two. USS MONONGAHELA CAO-1783 was placed in commis- sion May 28, 1981 with Commander Bard as her Command- ing Officer. Williams assumed duties as Ex- ecutive Officer of MONONGAHELA in December of 1982 and accepted the challenge of getting the shop ready administratively for its deployment. LCDR Williams served temporarily as the Execu- tive Officer until june 1983. Although he served only this short time, LCDR Williams brought us through a Command Inspection, all preparations for a major deployment and the first three months of that deployment.
