EXECUTIVE OFFICER Philip H. Cullom, Commander, United States Navy, is the Executive Officer and second in command of USS MOBILE BAY. Originally from Flossmoor Illinois, a suburb of Chicago, he received a nomination to the United States Naval Academy from Senator Adlai Stevenson. In 1979, he graduated with distinction with a Bachelor's Degree in Physics and finished in the top of his class. Upon completion of the Navy's Nuclear Propulsion Training Program, he was assigned to the Engineer- ing Department of the nuclear powered cruiser USS TRUXTUN, serving as the Main Propulsion Officer and Reactor Training Assistant. For superior leadership he was named Forces Afloat junior Officer of the Year in 1984 by the Retired Officers' Association. Subsequently assigned to the Idaho National Engineering Laboratory as Shift Engineer and Staff Training Group Officer, Commander Cullom trained several hundred officers and technicians in nuclear test reactor operation. In 1988 he earned a Master's Degree in Business Administration with distinction from Harvard Business School. As a graduate student he was a member of the Board of Directors for the Nonprofit Management Fellowship Selection Committee and co-founded a Harvard University business periodical. Assigned Special Assistant to the Chief of Naval Operations' Executive Panel, COP-OOKD, he provided policy recommendations to then Chief of Naval Operations, Admiral C.A.H. Trost. In his next assignment as Operations Officer of the USS JESSE L. BROWN CPF 1089j, he participated in drug interdiction operations in the Caribbean and joint operations with South American Navies. Throughout Operation Desert Storm, he served as the Assistant Reactor Officer and Reactor Electrical Assistant of USS DWIGHT D. EISEN- HOWER CCVN 691 His personal awards include three Navy Commendation Medals and the Navy Achievement Medal. He is selected for Command at Sea and has been recognized by Who's Who Among Rising Young Americans and Outstanding Young Men of America for his civic contributions. Academic recognitions include selec- tion to Phi Kappa Phi, Sigma Pi Sigma, and the New York Academy of Sciences.
