The Pan-Hellenic Council Pan-President Henry Dunlap Phi Beta Sigma Fraternity Inc. The Pan-Hellenic Council at Mississippi Valley State University was founded in 1969. It was organized with three sororities — Alpha Kappa Alpha, Delta Sigma Theta, Zeta Phi Beta; four fraternities — Alpha Phi Alpha, Kappa Alpha Psi, Omega Psi Phi, and Phi Beta Sigma.
