Serving as the governing body for the state-supported institutions of higher learning in North Dakota, the State Board of Higher Education meets monthly on the various college and university campuses. The Board decides on such operating matters as buildings, finances, budgets, and curricula. Providing for facilities and staff, made necessary by the increasing enrollments, is one of their many tasks. Members of the Board are seated: Henry Sullivang Fred Orthg George Sinner, vice president, Peter Hinrichs. Standing: Allen Hausauer, presidentg Kenneth E. Raschke, commisionerg Lloyd H. Nygaard, assistant commissioner, Albert Haas, Mrs. Elvira Jestrab. P Lea rs l As the first Norgglakota governor to l serve for four terms, William L. Guy has es- tablished a progressive record as an admin- istrator. The Governor is a native North Dakotan. During his undergraduate years at North Dakota State University, Mr. Guy served as editor of the college yearbook, as president of Blue Key, as a member of the Athletic Board of Control, and as president of his fraternity. After World War Il he continued his stud- ies at the University of Minnesota where he received his Master's Degree in Agricultural Economics and Business Administration. Mr. Guy was elected governor in 1961. During that year he helped to establish the Midwestern Governors' Conference and .served as chairman for two years. In 1967 he was elected chairman of the National Governors' Conference. This group worked closely with President Johnson to create a new system of state-federal communication and relations. Characteristically Governor Guy advised, I have found that good politics and good government are one and the same. They of- fer challenging and interesting careers for those who are motivated by a desire to help mankind. There is no best time to become involved. The sooner a citizen becomes active in politics and government, the longer will be that citizen's career in this field. I invite col- lege students to consider politics and govern- ment as a life's Work or as a life's hobby.
