William A, Hoover Director, Junior Division 24 Born in Winburn, Pennsylvania, William A. Hoover spent three years in our armed forces and later served successfully as a newspaperman before coming to Milton Hershey in 1951. Graduating from Lock Haven College, he received his master of science degree from Bucknell University. He taught at Senior Hall and Memorial Hall before being director of elementary education.
