Title II: To provide monies to buy textbooks, and to expand school li- braries, including the purchase of books, periodicals, phonograph records. Title III: To uplift educational ser- vices to all students in public or pri- vate schools, in any way a local dis- trict sees fit. Title IV: To provide monies for re- search contracts with any “university, college or other appropriate public or non-profit private agency.” Title V: To strengthen state depart- ments of education, especially those that are understaffed, underpaid, and incompetent.
