Conant in The Education of American Teachers will be carried out in seven colleges and universities. These major changes ad- vocated by Conant are: 1. Most of the responsibility for teacher certification will be placed on the institution training them rather than the state. 2. The task of on-the-job teacher training will be shifted to local school districts. 3. Classroom proficiency will be the chief criterion for certification. 4. State education officials will be made chiefly respon- sible for supervision of on-the-job training and prac- tice teaching.
