The last decade has been a period of reevalua- tion and transition for Michigan State Universityg the accomplishments must be viewed against a larger historical background. Michigan State was the pioneer land-grant institution, founded in 1855 to conduct a bold experiment in education at the North American frontier. After a century of distinguished service to a rapidly changing society, Michigan State became a university in title as well as fact--a large and accomplished university. Today, there must be a concrete method for the identification, development and implementation of educational concepts, new or traditional, in a currently operating and expand- ing university.
