Ac., 3'- Censorship lssue Halts Paper An interim agreement under which Mr, Bredenkamp, prin- cipal, can see and react to, but not control, articles before they are published has temporarily resolved a conflict which has delayed publication of SCOOP for two weeks. Mr. Bredenkamp had com- plained, I con't know what's going in and I have to react to it once lt's published. So I have no say so, but l'm held accountable. If l'm to be held accountable, I thlnk I deserve some feed-in, The staff of the paper held that say so over what would or would not be published lay with them, deflning their publication as a student newspaper with an obligation to accurately report situations. Parents wanted the ad- ministration to explain its position and at the parents' request a meeting was set for February 9 at 5:00 p.m. with Henry Prokop, Assistant Superintendent for Secondary Education, John Wright, Assistant Superintendent for Community Relations, and Mr. Bredenkamp. About A0 parents and community members showed up at the meeting. Mr. Prokop said at the meeting, The general public wants contrcl by the ad- ministration and they want all ,inds of glowing reports about how good everything is. But Mr. Joseph Bartylek, a parent at the meeting, expressed the opinion of the maiority of parents and community present when he said, l don't think the community ls so sensitive that we have to look at everything through rose colored gIasses. The meeting lasted about two hours. By the end, most com- munity members and parents had reached a consensus that SCOOP should be a student paper run by students. At a later meeting with the newspaper staff, Mr. Prokop had acknowledged, I was the one that started the thing going February 2. That doesn't mean I wasn't getting pressure, but I was the one who started it. Mrs. Maxwell, assistant principal, was the flrst to inform the newspaper staff of the new administration approach to the paper. Although the guidelines are no longer in operation, some of the ones given by Mrs. Max- well at the time were: The school paper is con- sidered to be a form of com- munication to the community from the school and representing the district in a positive way. Those things that are con- sidered controversial, that will in a sense incite controversy must be eliminated. SCOOP should be a paper that presents as positive a point of view about McCIuer as you possibly can. On February 5 the staff of SCOOP drew up a statement reiecting the administration guidelines and prepared to make its posltlon public, In this statement SCOOP said, lt is our obiective to maintaln our constructive and honest approach to issues and events and to encourage other hlgh school papers to do likewise. We therefore cannot, in all good conscience, accept the guidelines imposed by the school and district administrators. Pressed by parents and community members at the Februarytkmeetlng with why the administration had taken its initial action, Mr. Prokop said, The purpose of thls is to give the administration a chance to see the paper before it's published. But at that meeting he refused to say whether or not censorship would be imposed it the students tried to put out a paper. The next morning Mr, Prokop and Mr. Wrlght met with the staff. It had been decided that Mr. Bredenkamp would see articles before publication, but lin Mr. Prokop's wordsl The only control he would have is the pressure of his statements.
