COMMANDING OFFICER USS McCANDLESS (FF 1084) COMMANDER WILLIAM A. GAFFNEY UNITED STATES NAVY Commander Gaffney, a native of Winchester, Massachusetts, was graduated from the United States Naval Academy and commissioned an Ensign in June, 1967. He was promoted to the rank of Commander in July 1982. Commander Gaffney has served at sea in various assignments including duty aboard USS INGRAHAM (DD-694). USS HENDERSON (DD-785), and USS JOSEPH HEWES (FF-1078). Prior to duties as Executive Officer aboard JOSEPH HEWES, he served as Assistant Chief of Staff for Communications on the staff of Commander, Cruiser-Destroyer Group TWO. Other service has included assignment as a Naval Advisor to the South Vietnamese Navy, duty with the Defense Communications Agency, and as Aide and Flag Lieutenant to Commander. Naval Forces Caribbean. Commander Gaffney holds a Master of Science degree from the Naval Postgraduate School and graduated from the College of Naval Warfare at the Naval War College in Newport, Rhode Island. Commander Gaffney ' s decorations include the Joint Service Commendation Medal, the Navy Commendation Medal, and the Navy Achievement Medal. He is married to the former Joan Carol Wheeler of Winchester, Massachusetts. They reside in Virginia Beach, Virginia with their three children, Jennifer, Deborah, and Christopher.

EXECUTIVE OFFICER USS McCANDLESS (FF 1084) LIEUTENANT COMMANDER HARRY B. ELAM UNITED STATES NAVY Lieutenant Commander HARRY B. ELAM was born in Clarksville, Virginia. A native of southcentral Virginia tobacco country, he joined the Navy in 1965 and served as an Electronics Technician. Lieutenant Commander Elam was commissioned through NESEP in December of 1972 with a B.S. in Mechanical Engineering from North Carolina University. LCDR Elam ' s first tour after commissioning was on board USS Saginaw, LST 1188, where he served as Electronics Maintenance Officer, Communications Officer, and First Lieutenant. During his tour, USS Saginaw made deployments to the Carribean, Mediterranean, and Northern Europe. LCDR Elam ' s next tour was on the staff of COMPHIBGRU TWO where he served as assistant Material Officer. During his staff duty, LCDR Elam made deployments to the Carribean and Northern Europe. After tours as Team Commander of AN MPQ-T-1 and Underway Training Liaison Officer at FLETRAU, LCDR Elam attended SWOS Department Head Course Newport, Rhode Island. LCDR Elam returned to sea on USS Trippe (FF 1075) as Engineering Officer. During his tour on board, USS Trippe made UNITAS, Northern Europe, and Mediterranean deployments. LCDR Elam returned to sea as Chief Engineer on USS Sylvania (AFS 2) and made deployments to the Carribean and Mediterranean. LCDR Elam next reported to CINCLANTFLT Propulsion Examining Board as a space examiner for steam, diesel, and gas turbine powered ships. He returned to sea as Executive Officer of USS McCANDLESS (FF 1084). LCDR Elam ' s awards include two Navy Commendation Medals, two Navy Achievement medals, Navy Expeditionary Medal, National Defense and several unit and campaign medals. He is married to the former Charlene Searcey of Danville, Virginia. Lieutenant Commander Elam and Charlene live in Virginia Beach, Virginia. They have one son, Danny.
