For this purpose, the constitution devised by the student government has provided the Bud- get Committee, which is given authoritative control over the expenditures of all activ- ities which derive their revenue from tuition allowances, and which has supervisory con- trol over the self-supporting activities. From the tuition received each term by the Institute a definite amount is set aside and turned over to the Institute Committee to be spent on such activities as do not operate in revenue-producing fields. ‘These activities at the beginning of the year sub- mit budgets, which are checked and con- solidated by the Budget Committee, and reported to the Institute Committee. The Hat LAwA.LuL Bemis 153 ARTHUR JAMES MANSON, JR. approved budget then becomes the financial control for the year’s activities, and the committee spends the rest of the year in checked and controlling these budgets, in addition to supervising, at all times, the activities which are self-supporting. Since the M. I. T. Athletic Association is the largest user of funds, its treasurer is ex- officio a member of the committee, while the treasurer of the Institute committee is the president of the Budget Committee. Two juniors, elected by the Executive Commit- tee, form the remainder of the Budget Com- mittee, thus forming a compact organiza- tion to deal with the financial problems which arise. During this year, every activity has been curtailed because of prevailing conditions, but by adequate control, the Committee has been able to allow the most possible money to be devoted to student uses.

Based on this premise, the Committee has delegated several im- portant standing committees whose duty it is to handle various specialized jobs which take on the nature of the routine. Of this type are the Walker Memorial and the Budget Committees. Further to expedite the affairs of the student government exists the Executive Committee of the Institute Committee. In addi- tion, there is a member-at-large elected from the membership of the Committee. This committee is the nucleus of the student government. It inaugurates all changes or proposed changes in the constitu- tion of the student government. It discusses all matters concerning the recognition of activities, and reports its recommendations to the Institute Committee. Specifically it is a steering committee designed to facilitate the administration of business by the Insti- tute Committee.

Joun Dick GARDINER WesLey Horace Loomis, III ARS function of the Walker Memorial Committee has been stated and restated over a period of many years. This year there is a change in the duties of this body. Its primary work, of course, is to govern the social activities and meetings in the Walker Memorial Building. By a vote of the Insti- tute Committee, the duties formerly carried on by the Points System Committee have been incorporated in those of the Walker Memorial Committee. The Points system is a device for control- ling the positions which an individual stu- dent can hold in the various extra-curricular activities. HARRISON SPRING WOODMAN (resigned 8 ) that to hold a large number of offices is not fair either to the individual holding them or to the organizations. The duties already laid out for the Walker Memorial Committee are and probably familiar to most of our readers. The committee has charge of the assign- ment of all rooms in the Walker Memorial Building as well as the Hangar Gym. They supervise all the social functions. The Walker Memorial Committee is truly an influence in undergraduate life and does much to enhance the benefits available in the student center, the Walker Memorial Building. numerous
