His hobby is ranching. The Board of School Trustees of the La- redo Independent School District is an elective body responsible to the people for the operation and maintenance of the pub- lic free schools of the City of Laredo. This board consists of seven members elected alternately every three years. Two are elected one year; two, the next; and three, the third year. Its membership and the years in which their terms expire are as fol- lows: J. C. Martin, President, 1945; M. S. Ryan, Vice-President, 1946; A. R. Moser, Secretary, 1945; B. G. Salinas, 1946; A. Vails, 1946; C. L Milton, 1944; L. Daiches, 1944. Meetings of the Board of School Trustees are held on the second Thursday of the month, and called meetings are held when the need arises. Its members function (1) through action taken as a Board at its meetings, (2) through the Superintendent of City Schools appointed by the Board as its executive officer, and (3) through its desig- nated agents acting by virtue of specific authority granted by the Board. The office of Superintendent of Schools is a statutory office created by the Legislature. It has certain duties under the law and certain responsibilities to the State Department of Education and the Federal government, as well as to the local Board of School Trus- tees. Thus it is that the selection of a Superintendent of Schools is one of the most important functions of the Board. An equally important function is the adoption of the annual budget prepared by the Superintendent setting up in detail the re- ceipts and expenditures of all money avail- able for the operation of the schools for the current school year. That the Board of School Trustees of the Laredo Independent School District has performed its duties well and faithfully is evidenced by the fact that its members are re-elected without opposition each time their terms expire. In fact they have all served from fifteen to thirty years each. This is believed to be a record in Texas. Mr. Wm. P. Galligan, Superintendent of Schools, attended Notre Dame, St. Edward ' s, and the University of Arkansas.
