THF QLODDY LIGHT GOVERNMENT OF THE UNITED STATES The Lnrted States IS a federal republrc and rts government IS long complrcated and drfli cult to understand Lnder our svstem author lty flows from two sources one government of the state and one government of the natron We have two constrtutronal governments two sets of laws to be obeyed and two sets of om cers to enforce these laws We have forty erght states each attendrng to 1ts own affarrs rn xts own wav and over all these states presrdcs the federal gov ernment attendmg to the affarrs of the people as a whole The government of the I nrted States as wc see rt today IS the growth change and revolu tron of nearlv three centurres The storv truly begms wrth the New Fngland tonfedcratron whrch asseml led marnlv for protectron agarnst the Indians Thrs Confederatron h rd full power to determrne 'rll matters referrrng to peace 'rnd war The League fulfilled the purposes for whrch rt was formed and was drssolved rr s1xteen hundred and hundred sev entv four The C ongresses before thrs trme had merely talked and passed resolutrons lut thrs fongress legan to act lrke a real government It assumed command of the armv rt took charge ot forergn rffarrs rt rssued a currencv and manrged a post office The queftron o rts rrght to do these thrngs was not rarsed Thrs Congress ruled untrl March seventeen hrrndred crghtv one when '1 pl an of government was 'rdopted known 'rs thf Xrtrcles ot Fonfedera tron The government tstrllrshed bv the Artrt'es of Confederation vv rs r confederatron KA con federfrtron IS a band of states vvrth a central government vested wrth certarn pow ers but wrth no rrght ot excrrrsrng authorrty over rn tllVl'IlllIS In exercrsrng rts 'ruthorrtv the cen trfrl government must operate thru the 'rgenrv ot the As long 'rs war rontrnrrcd vvrtll England the Ar trcles rendered v rluable servrte lut when peare was rnrde thev were no longer of 'Inv use l short rt could declare eve vthrng but could :Io nothrng For the purpose ot rev rsrng the Artrcles ot' f0llfQfI9l'3IlOIl a conventron was held rn seven teen hundred erghtv seven The men who as scmbled rt thrs conventron were the ablest and wrsest rn the colonres C ladstonc srvs ot them 615 that therr work was the most wonderful ev er struck off at a glven trme by the brain and purpose of man If Lnlon was to be any thrng more than name there must be a central government wrth sub stantral power so the men of the Conventron decrded to frame a new Constrtutron for r real federal gov ernment one whrch should have three departments conducted bv officrals ind vv hrch should be rndependent of the State rn the exercise of IIS DOY ers The framework of the new gov ernment was agreed to after a long drscussron and w as sub mrtted to the people as a Constrtutron for the I nrted States of Amerrca In seventeen erghtv nme the new government went rnto effect The framers of the 6 onstrtutron gave certarn powers absolute to the federal government vvhrch are war peace treatres 'rllrances am bassadors postal affarrs army and navy for elgn and lnterstate commerce naturallzatlon comage of money Indran affarrs patents copv rlghts and letters of marque and reprlsal Then rt was seen that rf the federal government was to be strong and efllclent rt must be permrtted to rarse money by taxatron and to borrow money rt must have authority to determrne the qualrficatlons of those who were to vote rt must have the support of m1l1t1a rn tlme of war but also the state government ought to have these powers hence they were granted to both and w ere called concurrent powers Frnally frty rn order that the Federal gov ernment should not be tyrannrcal 'ind an rn strument of oppressron the constrtutron should also It was seen that certarn powers should be denred to the state governments for the same reason lrcordlngly these powers were pro hlblted to both the granting of a tltle of nobrllty passmg of an ex post facto law or brll of attalnder There are more but these are the onlv ones prohrbrted to both After they had provrded for the general powers of the federal government and had made the needful prohrbrtrons of power w should thrnk that they had reserved to the state government all remamrng powers They d1d not actually do this but lt was understood that the powers not granted to government and not prohrbrted to mamed as the powers of the state Thls system of government also amendments to be made 1n case should prove drsagreeable to the people The precedlng sketch shows the general fea tures of the Unrted States Government Quiet ly and steadlly the United States has extended rts boundarres until It has become one of the largest and most powerful natrons of the world When we regard the nature of 1ts strength Till F Q2 LIKD IJlD'Y' IVI C Pi'T SPFEDQ NOREWORTI-I Iames 'Noreworth or lrm as he was known to hrs many frrends was one of the happiest boys that could be found when he entered col lege He had graduated from Hrgh School with honors and ne looked forward to hrs college lrfe with all the enthusiasm of a bright lntelll gent Amerrcan boy Hrs father was a wealthy mm who had rlways gryen Jim the best of eyerythrng that money could buy How ever rn sprte of the money and social posrtron Jrm was decrdedly not '1 snob The first tyyo years lll college yvere a com plete success for hm He had '1 hrgh rank 1n all hrs studies and had plenty of tnne for athletics of w hrch he was very fond He was espec rally good rn football He made the lf mrn and Sophomore teams respectrvely was one ot the star players both years popularr y rncreased by leaps and bounds seemed to make frlends wherever he yvent Hrs real prominence came ln hrs Junror resh and Hrs year howeyer VS hen the boys began training for the football season Jrm worked with every ounce of strength to make the first team He was determined to make a good impression on the coach and hrs efforts brought hrm success If it yyere possible he worked harder after making the team than before And hrs playrng was not the only benefit that the team received from hrm Hrs cheery yyords and courageous smrle often brought hope to the team rn the flVlllg moments of many games The hardest game of the season as all of the loys yyell kneyy yyould be the game with Stan ton Lnry ersrty which had always been the rry al term of lr mfax Ilnrverslty For the last few vears Stanton had had a slightly better team than Fairfax But were the Fairfax boys to be drsheartened by tnrs' Not at all' The d rv of the game came at last Hundreds of rooters for both teams thronged the big field where the game was to be played Each srde was confident of yyrnnrng and cheered the terms with all the zeal that two rlval teams can show When the thlrd quarter had ended the score stood O 0 The teams w ere evenly matched and neither seemed able to make any progress 'lhen out ot that mass of strugglrng humanity a figure darted and ran wrth amazing speed Try as thev would the Stanton boys could not stop hrm He carried the ball across the l1ne w hrle a great cry arose from the Farrfax rooters The few remaining minutes seemed almost an eternrty to the anxious Farrfax boys But rn rcallty they passed qurckly The score was r0 rn favor of Fairfax and it was the first time rn years that Fairfax had beaten Stanton What a reception that team got from its dc lighted followers The hero of the day was ot course hm The nickname Speed was at once attached to hrs nrme by all yyho had wrt nessed tht game The months that followed were full of the best trnres that any one could Wrsh for Many yvere the rnvrtatrons to partres that Speed received And he was especially favored by Nlurrel Dale he most popular grrl of the college town But Jlms carefree l1fe was destined to be changed rn a way that he had 11ever dreamed of During the summer vacation Jrms father lost the gerater part of hrs fortune rn an rll con slderecl lnvestment M1 Noreworth felt the loss more keenly because of the fact that rt would cost hm hrs last year at college It was wrth very genulne sorrow that Mr Noreworth told hrs son that he was unable to pay the last yeir s college expenses for he knew that hm honestly wanted to finrsh hrs course But hm yyas not the one to cross hrs bridges before he reached them There yvas a scholarship of a years turtron which yyas open to anyone rn the college So .hm decrded to try for rt At least the scholar ship would take care of one part of the expense The contestants were required to yy rrte an essay on Educatron .hm yvrote hrs and yy rote rt wxth all the care that he could command He wanted that scholarship as he had wanted but few things 1n all his life After weeks of anxrous wartrng he recerved a letter one day telllng him that he had won the scholar ship and congratulatrng h1m on hrs success Mr Norew orth yyas more proud of hrs son at that t1n1e than he could say He wished .hm the best of luck rn h1s last school year and vowed to get back hrs fortune if posslble to help hrs son went with the rntentron of working He sayv DlallllV that he would have lrttle time for par tres and other good times He knew he would mrss them but hrs education w as more rmpor tant than good times It so happened that a certarn farmer who lived rbout a mrle outside the college town necded a boy to delry er mrlk earlv ru the morn ings He was wrllrng to pay a good salary so hm volunteered for the Job Luck yyas with hrm and he succeeded 1n gettrng the posrtron hm knew that rt certarrr of hrs classmates learned ot the work he was dorng he yy ould be teased contrnuallv and unmercrtullv So he de crded th rt he would Just go on yy 1th hrs work and tell no one He nrade other spendmg money bv tutorrng some ot the underclassmen yyho were all boys wrth too much monev and too little desrre for study Jrm had been w orkrng for the farmer for four or hye weeks and rs he thought no one yvas the wrser He got up at tour oclock rn the morning and delryered milk tlll seyen thirty Srncc none of thc college boys were cyer up at these hours hrs work was kept secret as soon as the college boys returned to school many partrcs yyere gryen at houses
