THE OUODDY LIGHT of pnbhc lands b 'added to the Permanent School Fund The first School and Mlll Fund was cre ated rn 1872 At present rt 1s one and a h tlf mulls on cxerv dollar s worth of state property III addmon to one half the taxes on the Savlngs Banks and Trust Compan rcs wrth six per cent mterest Thrs morey rs dxstrrbuted on the basrs of school popu latlon mcludmg all persons from five to twenty one years of age In 1909 the Leg1sl.1ture decrded to levy another tax of one and a half mxlls on a dollar on all state property for the support of common schools Thls 15 drstrlbuted one thlrd accordmg to school population and two thrrds accordrng to valuatlon of mumcrpahtres And 1n order to remove some ofthe more marked 1nequal1t1es Equalxzatlon Fund was desxgned to gtve spec1ala1d to those towns havlng excessxve tax rates for common schools To mcrease the1r etliclen cy such schools are rnspected by the author 1ty of the State Superlntendent and the1r condltlon 1S reported to the governor and hrs council PYOVISIOHS are then made for better teachers longer terms and the nec essary school supphes The law states that educatlon must be dxffused and as we see th1s enforced we find schools everywhere from the cxty where every advantage rs offered to the lrttle mountaln d1str1ct where many obsta cles bar the pathway Also wxth the ad vance of years we see the ' l1ttle red school houses fast dlsappearmg and 1n their places ar1s1ng modern, sanltary buxldmgs Even as the government of the state sees the necesslty for educatron so the towns recognlze its reed Lubec has kept pace wlth educatlonal advan ement Lookmg back to our first school house establrshed at North Lubec and comparmg It w1th our present number of fourteen we can easily see that we are hvmg rn an age of progress Consxder the dlgh School What a gold en opportunity for a town of thirty five hundred mhabrtants to have such a buxld mg Certainly such a proposltlon costs but no really good thing IS gamed wlthout some sacrlfice And year by year as a class rs graduated from rt 1t IS only proper that 1ts members grve a publlc testxmonlal of the1r appreclatxon to the people who have taxed themselves that the chlldren might have an education It 15 very fittmg that you have an oppor tumty of mspectmg the frults of your efforts And so fellow cltlzens me the class of 1916 would welcome you to these our graduation CXBTCISES Welcome you because of the support and encouragement you have given us because of the lnterest you have outwardly manrtested because ofthe new Hrgh School buxldmg whlch your generoslty has provided Few ln deed are the towns the s1ze of Lubec that are gxven such an advantage Wlth all 1ts modern equlpment L H S compares favorably wrth any hrgh school nn the state For these and many other favors we thank you Mr Superintendent and Members of the bchoolCornm1ttee It IS w1th pleasure that we greet you on thls occaslon real ff. .
