Z 3 5 A , A .4 THE QUODDY LIGHT Q Ii tl u r x u l s contmued from pngo3 The town voted at its annual town meet ing 1n 1914 to purchase a sultable lot and to erect a bulldlng adapted to the growlng needs of our students from every part of the town who were becomlng more in terested and ambltxous each year to get thas higher educatlon and a generous sum of money was approprlated therefor The next step was a wxse choxce of a commlttee conslstmg of three of our most enterprxs mg and energetlc cxtxzens Robert I Pea cock Chas Wlnton and E M Lawrence to carry out the rdeas of the people Th1scomm1ttee called upon the arch1 ficauons and from those presented select ed that of Arthur Stanley of Bar Harbor He gave up the contract before the work had advanced to anv great extent It was then taken over by 'VIr W A Warnock of Eastport who deserves much credrt for the sk1llful manner rn whlch he completed the work Dnrruphnn ni Qluilhmg Th1s butldmg measures 100x70 It IS buxlt of wood ln the colomal style pamted yellow wtth white trnnmmgs The mam entrances faces the south, a back entrance faces the north The xnterxor 15 planned throughout wlth a vlew to securmg the best posslble sam tary condntxons Every room IS heated by steam lxghted by electrxclty and well supplxed wrth vent1lators We trust that C5 a complete telephone system, connectmg each room wzth the Pr1nc1pal's office wlll be xnstalled ln the near future as well as fire alarm bells and gongs ln the corrtdors Cypress 15 used for fimshlng wxth hard wood floors m all the rooms on the two floors and cement ln the basement The basement contains a phvsical labor atory a domestic sc1ence room two play rooms, two lavatornes bes1des the coal and boller rooms On the first floor four large class rooms the Prmclpals office and a prxvate lavatory, open out of a long and SDHCIOUS corridor On the second floor are the assembly room commercxal and recltatxon rooms and llbrary separated by a corrldor Unlt Arrangzmznl ni Saunas The four rooms are so arranged that each accommodates one class In usmng thxs un1t system the classes enter thexr home rooms for the uay s work the teach ers move from room to room We can see what an dvantage thls lS over recltmg ev ery lesson 1n a dlfferent room Incldents occuring on the way to the other rooms are avoxded and there IS much less mose ment, hence less noxse and break tn study work Siluhznls :nh Gear ers Our school year began with 141 stu dents Some have dropped during the year The facultv conszsts of five teach ers and a muslc teacher Th1s commg year the School Board plan to add a do mestxc scxence teacher to the force I . Why, some of the most able states men of early umfs came from Mftssachu setts It s wonderful to tlunk that the far famed Harvard college was founded when that colony was only s1xteen years old And wxth the xncxease of years educatlon has broadened so that Massachusetts now has Qc me of the best mstxtutlons of learn mg IH the world When, tn 1820 under the stvle and trtle the State of Mame our govern ment began towork tts constrtuuon pro vxded that the Legislature approprmte money for the ard of publxc schools The first prov1s1ons made for th1s purpose was the Permanent School Fund rn 1828 dtrecttng that twenty townshlps of publlc land be sold, the proceeds to be put m the state treasury 'md the xnterest to be an nually dtstrlbuted among the VITIOUS towns and plantations, accordmg to school popu'at1on In 1855 a Slmllaf method vta employed to obtama ?ermanent fund for common schools only Two years la ter. a resolve d1rected that twenty per cent of all moneys accrumg from the sale Contmued on Page 8 THE OUODDY LIGHT of pnbhc lands b 'added to the Permanent School Fund The first School and Mlll Fund was cre ated rn 1872 At present rt 1s one and a h tlf mulls on cxerv dollar s worth of state property III addmon to one half the taxes on the Savlngs Banks and Trust Compan rcs wrth six per cent mterest Thrs morey rs dxstrrbuted on the basrs of school popu latlon mcludmg all persons from five to twenty one years of age In 1909 the Leg1sl.1ture decrded to levy another tax of one and a half mxlls on a dollar on all state property for the support of common schools Thls 15 drstrlbuted one thlrd accordmg to school population and two thrrds accordrng to valuatlon of mumcrpahtres And 1n order to remove some ofthe more marked 1nequal1t1es Equalxzatlon Fund was desxgned to gtve spec1ala1d to those towns havlng excessxve tax rates for common schools To mcrease the1r etliclen cy such schools are rnspected by the author 1ty of the State Superlntendent and the1r condltlon 1S reported to the governor and hrs council PYOVISIOHS are then made for better teachers longer terms and the nec essary school supphes The law states that educatlon must be dxffused and as we see th1s enforced we find schools everywhere from the cxty where every advantage rs offered to the lrttle mountaln d1str1ct where many obsta cles bar the pathway Also wxth the ad vance of years we see the ' l1ttle red school houses fast dlsappearmg and 1n their places ar1s1ng modern, sanltary buxldmgs Even as the government of the state sees the necesslty for educatron so the towns recognlze its reed Lubec has kept pace wlth educatlonal advan ement Lookmg back to our first school house establrshed at North Lubec and comparmg It w1th our present number of fourteen we can easily see that we are hvmg rn an age of progress Consxder the dlgh School What a gold en opportunity for a town of thirty five hundred mhabrtants to have such a buxld mg Certainly such a proposltlon costs but no really good thing IS gamed wlthout some sacrlfice And year by year as a class rs graduated from rt 1t IS only proper that 1ts members grve a publlc testxmonlal of the1r appreclatxon to the people who have taxed themselves that the chlldren might have an education It 15 very fittmg that you have an oppor tumty of mspectmg the frults of your efforts And so fellow cltlzens me the class of 1916 would welcome you to these our graduation CXBTCISES Welcome you because of the support and encouragement you have given us because of the lnterest you have outwardly manrtested because ofthe new Hrgh School buxldmg whlch your generoslty has provided Few ln deed are the towns the s1ze of Lubec that are gxven such an advantage Wlth all 1ts modern equlpment L H S compares favorably wrth any hrgh school nn the state For these and many other favors we thank you Mr Superintendent and Members of the bchoolCornm1ttee It IS w1th pleasure that we greet you on thls occaslon real ff. .
