f ' TI-IE LCDUISIANA TECI-I FORESTER 1959 CREDIT GO N DEDICATIO The LOUISIANA TECH FORESTER is the realization of a dream of many years of Mr. L. P. Blackwell. His time, effort and assistance has been immeasurably helpful in making this publication possible. It is with a feeling of deep gratitude that the Staff dedicates to him this first issue of the LOUISIANA TECH FORESTER. 2 DEPARTME T HISTORY By: L. P. Blackwell' Until the summer of 1945 the word forestry as such had not appeared officially at Louisiana Tech. At a meeting of the State Board of Education in Baton Rouge that summer the name of the School of Agri- culture was changed to the School of Agriculture and Forestry. The President of Louisiana Tech was authorized to organize and put in operation a forestry department with a forestry curriculum. On 1 February 1946 I began work at Louisiana Tech as its first Professor of Forestry and Head of the Department of Forestry. I shall never forget the first day when Tech's President sent me to Reese Hall on the Tech Farm to pick out an office and set up shop. The building was empty with the exception of two men and a student assistant operating a milk processing unit. As far as forestry was concerned I did not find even the proverbial scratch to begin with. I made a distress call to New Haven, Connecticut and asked Dean George Garratt of the Yale Forestry School to come down and help me. He came and for almost a week we were guests in the President's home and worked out the first forestry curriculum. On 4 March 1946 registration was held in the main library building. At that time Louisiana Tech was on the accelerated World War II system of tri-semesters. Eleven upperclassmen registered in the forestry program. These eleven became Louisiana Tech's first forestry graduates in May 1948. It was a lot of fun that first year going in and out of the same classroom with the same students and announcing at each entrance the course that we were going to take up for the next hour. During the first year my office was the one which is now occupied by Professor Russell and forestry had one classroom across the hall for its use. Into the office I put all the books on forestry at Louisiana Tech which I had obtained from the Main Library--all six of them. Shortly after this I talked with Louisiana Tech's Librarian about keeping these books permanently. This would provide the opportunity for build- ing up a forestry library and having the material available for the use of the students in the building in which they attended classes. He was most cooperative and with the approval of the President this authorization was granted. In addition to the regular acquisitions through purchase, many old and rare books and other publications have been given to the library by: Nelson C. Brown of Syracuse, New Yorkg Togo McKeithen of Summerfield, Louisiana, Richard Townsend oflasper, Texasg Leslie Sample of Shreveport, Louisiana, I. F. Eldredge of New Orleans, Louisianag E. L. Demmon of Asheville, North Carolinag and W. N. Darwin of Elizabeth, Louisiana. A special purchase of the libraries of Paul D. Kelleter and Marcus Schaaf added many valuable and desirable items. The library has grown from the original six books to more than 9,000 catalogued items and has become the heartbeat of the forestry program. QContinued on Page 641 X' Thanks are given to Professor E. R. Andrulot for his assistance in the preparation and editing of this history. 3 FQREWORD It is a real pleasure for me to be writing this foreword for Louisiana Tech's first year- book. On 25 March 1946 the Louisiana Tech Forestry Club was organized with the publishing of an annual as one of its purposes. At the Corney Lake summer camp on 24 July 1948 the Louisiana Tech Forestry Alumni Association was formed and offered its assistance in the publishing of this annual. Yearly dues were assessed with the understanding that part of the money would be devoted to this purpose. What was needed to make the yearbook a reality was the people who were willing to devote the time and attention necessary to getting it done. During the summer camp of 1958, some of the students interested their classmates in getting a yearbook started. A staff was organized and during the fall semester a contract was let for its publication. I want to specifically recognize the two summer camp students who were responsible for arousing this interest and in furnishing the effort that it has taken to get the pub- lication completed. They are Vance Reitzell of Kelly, Louisiana and Burl Gills of Gurdon, Arkansas. Special credit is also given to the Club's Faculty Advisor, Pro- fessor Edward R. Andrulot. This publication would not have been completed with the work of only a few people. The cooperation and assistance of the members of the Forestry Club, the Forestry Staff, and the Forestry Graduates have been most helpful. Other important contri- butors have been the advertisers. ANDRULOT Forest Management New York Ranger School B.S.F. University of Michigan From 1933 to 1936, Mr. Andrulot worked as a fore- man for the U.S.C.C.C. In 1940 he was assigned Junior Forester for the U. S. Forest Service. Having left the Forest Service in 1940, he worked for a year as a civil engineer for the Connecticutt Highway Department. From 1941 untill 1942 he was Assistant District Forester for the Crossett Lumber Co. of Crossett, Arkansas. In 1942 he was promoted to District Forester and served in this capacity until 19563 at which time he became an assistant Professor of Forestry at Louisiana Polytechnic Institute. FACU LTY LLOYD P. BLACKWELL Department Head--Professor of Forestry B.A. Lynchburg College M.F. Yale University Mr. Blackwell spent the years from 1931 to 1937 as an employee of the U.S. Forest Service in the Mid- Atlantic States after which time he came to Urania La. At Urania he served as Forester and Woodlands Manager of the Urania Lumber Company until 1946 In February of 1946, Mr. Blackwell came to Louisi- ana Polytechnic Institute to serve as Professor of Forestry and Head of the Forestry Department. Since January 1941, Mr. Blackewll has been chair- man of the North Louisiana Group of Forestersg he has served the Board of Directors of the Louisiana Forestry Association as Executive Committee Mem- ber since 1947g from 1950 to 1955 he served as chairman of the Louisiana Tree Farm System and for the past eight ye ars, Mr. Blackwell has been listed in WI-IO'S WHO IN AMERICA. FACLI LTY Mr. ODIE L. FITZGERALD Forest Utilization B.S. Louisiana Polytechnic Institute M.F. Duke University After his graduation from Duke University in 1949, Mr. Fitzgerald was employed as a wood technologist at TECO, in Washington, D.C. He worked in this position until 1950 and then moved to Shreveport, La. where he was made the District Forester for the Louisiana Soil Conservation Service. Eighteen months later, he came to Louisiana Tech to become associate professor of Forest Utilization. In this category Mr. Fitzgerald is an instructor in the fol- lowing subjects: Dendrology, Forest Products, Wood Technology, Seasoning and Preservation and Harvest- ing and Manufacturing. Mr. JOHN KUPRIONIS Silviculture Diploma Forester Academy of Agriculture and Forestry - Dotnuva, Lithuania M.F. Michigan State College Mr. Kuprionis worked with the Lithuanian Forest Service from 1929 to 1939 as junior forester, district forester, grand district forester, and finally as the head of the Forestry Dept. of Lithuania, Reforesta- tion Division. In 1939 he became an assistant forestry professor at the University of Vilnius, Lithu- ania. He served in this capacity until 1944 at which time he went to Germany to work for the German Forest Service of Austria. Afer leaving Austria, Mr. Kuprionis worked until 1946 as a forester in Bavaria. In July of 1946 he came to the United States and from 1948 Lmtil 1950, he worked as an assistant in the graduate forestry school of Michigan State Col- lege and there received his masters degree in forestry. From 1950 to 1952 Mr. Kuprionis worked in Dallas, Texas and helped to establish a 100 acre nursery for the growing of shade and ornamental trees. Since 1952 he has been an associate professor of forestry at Louisiana Tech, te aching: Foundations of Silviculture, Practice of Silviculture, and Seeding and Planting. Mr. CHARLES G. HOBGOOD Forest Soils B.S., M.S.--Louisiana State University Mr. ERNEST J. RUSSELL Forest Protection B.A.--Louisiana Polytechnic Institute M.F.--Louisiana State University After graduating from Louisiana Tech where he was a charter member of Sigma Tau Delta and active in intercollegiate athletics, Mr. Russell had a variety of experience, including several phases of construction work, pulpwood production, soil and water conserva- tion, and teaching at the high school level. At this point he resumed his studies and after finishing at L.S.U., worked for a short while for the Forest Service in a C.C.C. Camp. Mr. Russel1's next service was with the Soil Conservation Service in Louisiana and then with the Army where he served most of his tour with the Corps of Engineers. Foresters' Code of Ethics The purpose of these canons is to for- mulate guiding principles of profession- al conduct for a forester in his relations with other foresters, with his employers, and with the public. The observance of these canons secures decent and honor- able professional and human relation- ships, establishes enduring mutual con- fidence and respect, and enables the profession to give it maximum service. Professional Life 1. The professional forester will uti- lize his knowledge and skill for the benefit of society. He will cooperate in extending the effectiveness of the for- estry profession by interchanging in- formation and experience with other foresters, and by contributing to the work of forestry societies, associations, schools, and publications. 2. He will advertise only in a digni- fied manner, setting forth in truthful and factual statements the services he is prepared to render for his prospec- tive clients and for the public. Relations With the Public 3. He will strive for correct and in- creasing knowledge of forestry and the dissemination of this knowledge, and will discourage and condemn the spread- ing of untrue, unfair, and exaggerated statements concerning forestry. 4. He will not issue statements, criti- cism, or arguments on matters connected with public forestry policies, without in- dicating, at the same time, on whose be- half he is acting. 5. When serving as an expert wit- ness on forestry matters, in a public or private fact finding proceeding, he will base his testimony on adequate knowl- edge of the subject matter, and render his opinion on his own honest convic- tions. 6. He will refrain from expressing publicly an opinion on a technical sub- ject unless he is informed as to the facts relating thereto, and will not dis- tort or withhold data of a substantial Adopted N0t'cmbc1f 12, 1948 or other nature for the purpose of sub- stantiating a point of view. Relations With Clients, Principals, and Employers 7. He will be loyal to his client or to the organization in which he is cm- ployed and will faithfully perform his work and assignments. 8. He will engage, or advise his client or employer to engage, other ex- perts and specialists in forestry and related fields Whenever the client's or employer's interests would be best served by such actions, and will cooper- ate freely with them in their work. Relations With Professional Foresters 13. He will at all times strive to protect the forestry profession collec- tively and individually from misrepre- sentation and misunderstanding. 14. He will aid in safeguarding the profession against the admission to its ranks, of persons unqualified because of lack of good moral character or of 31 adequate training. 15. In writing or in speech he will be scrupulous to give full credit to oth- ers, in so far as his knowledge goes, for procedures and methods devised or dis- covered and ideas advanced or aid given. and 16. He will not intentionally without just cause, directly or indirect- ly, injure the reputation or business of another forester. 17. If he has substantial and con- vincing evidence of unprofessional con- duct of a forester, he will present the information to the proper authority for action. 18. He will not compete with an- other forester on the basis of charges for work by underbidding through re- duction of his quoted fee after being informed of the fee quoted by a com- petitor. 19. He will not use the advantages of a salaried position to compete un- fairly with another forester. 20. He will not attempt to supplant another forester in a particular employ- ment, after becoming aware.that the latter has been definitely engaged. 21. He will not review the work of another forester, for the latter's em- ployer, without the otheris knowledge, unless the latter's connection with the work has been terminated. 22. He will base all letters of refer- ence or oral recommendation on a fair and unbiased evaluation of the party concerned. 23. To the best of his ability he will support, work for, and adhere to the principles of the merit system of em- ployment. 24. He will not participate in solicit- ing or collecting financial contributions from subordinates or employees for political purposes. 25. He will uphold the principle of appropriate and adequate compensation for those engaged in forestry Work, in- cluding those in subordinate positions, as being in the public interest and main- taining the standards of the profession. THE FORESTERS A D PUBLIC EDLICATIO by Ed Kerr The professional forester upon graduation from Louisiana Tech has benefitted from 16 or more years of public education a la Louisiana. He has reaped the benefits from a system which is almost as old as Am erica herself. But the forester soon finds that his connection with public education is not severed when he receives his diploma. Only his role changes--from student to teacher. In contrast to most other professional men, the forester cannot maneuver himself into a private corner to practice his profession. Rather, he must take his knowledge constantly to the public and strive to teach that public about forestry and good forestry practices. Why? Because the object of the forester's entire career is growing trees and no one has been able to grow trees anywhere except out-of-doors. Anywhere the forester grows trees, whether it be next year or 50 years from now, he will need the cooperation of people in order to grow those trees successfully. People live in the forests and by the forests. They hunt in the forest. They fish in the forest's lakes. They walk through it to get somewhere else or simply just to take a hike. They vote taxes on the forest land and sometimes on the trees that grow thereon. They approve rights of way through the forest for pipelines, roads and canals. They choose forest acreage for flood basins, water reservoirs and drainage structures. They vote for or against forest fire protection and forest research funds. They set forest fires, either accidentally or on purpose. No profession in the world has ever depended upon public understanding for its successful functioning as does forestry today. And why not? Everything the forester does affects to some extent some people. And the feeling that some people have about the trees around them borders on the religious. They agree with Joyce Kilmer that only God can make a tree and steadfastly oppose the mistreatment of God's creations. Aha! There, my anxious graduate, lies your big problem of public education. The average man, much less schooled in forestry than you, may well have a different idea of what constitutes mistreatment of trees than you have. For instance, thousands of them today look upon the deadening of hardwoods--any hardwoods--as wasteful, if not sacrilegious. He views it as a threat to his hunting future as well. Your job: teach him what you know, that worthless, misshapen hardwoods are denying valuable growth to the pines around them. How well you teach him this and the hundreds of other reasons why foresters do what they do, will in the final analysis, determine your success as a forester. The forester knows what he is doing is right. His problem in public relations is to convince the people in and around the woods that he is right. Sometimes this is a laborious process, demanding much time and talent on the part of the forester. In short, many foresters have learned to hold their Biltmore sticks in their left hand. Their right hand is reserved for a coffee cup. .32 T. L. Russell who was with the Soil Conservation Service in Ruston was added to the staff to teach Forest Protection and Forest Finance. Authorization was given during the summer of 1950 to hire a teacher in Forest Utilization. Harold E. Gustin of Maine, who was with the Rubber Development Administration and who had just returned to the United States from work on the Amazon River in Brazil, was hired. Since he could not report for work until late in the fall, Roy Morgan, Forester for T. L. James and Co. of Ruston, was loaned to the Department by the James Com- pany to teach until Mr. Gustin could get to Ruston. Mr. Gustin stayed with the Department until the end of the fall semester 1950-1951. The tropical bug was too much in his system and he went off to Sumatra to get back into work with rubber. He is now in Brazil. Odie L. Fitzgerald, a member of Tech's first forestry class, was added to the staff on 1 February 1951 to continue the forest utilization program. At the beginning of the fall semester 1952, John Kuprionis, formerly Chief Silviculturist for Lithuania who had come to the United States at the end of World War ll, was added to the staff to teach silvi- culture. At the beginning of the fall semester 1956, Edward R. Andrulot who was with the Crossett Company was added to teach Forest Management and Forest Mensuration.
