Dean of LSU-S As administrative head of the campus. Dean Donald E. Shipp bears a great deal of responsibility in many functional areas of LSU-S. He not only must see that all policies and regulations set forth by the Board of Supervisors and President are carried out, but must also formulate educational and administrative policies for LSU-S. He and the business manager must prepare a budget for the entire campus and approve expenditures. The Dean makes all appointments, promotions, transfers, suspensions, and dismissals of all academic and nonclassi-fied personnel, subject to approval of the President and confirmation by the Board. The Dean is the appointing authority to approve personnel actions relating to classified and unclassified personnel. Business Manager Being the chief financial official for LSU-S, Dr. A. J. Howell, the business manager, is responsible to the Dean for all financial plans and transactions, as well as handling all personnel actions on classified personnel and related records. In addition, he is responsible for operation of the data processing center and for plant operation and maintenance and has administrative supervision of the heads of these two departments. Dr. A. J. Counselors Guidance services are available for all students at LSU-S. The duties of the counselors, Mrs. Lurleen Dark and Colonel Isaac F. Bonifay, are many, and the counselors are responsible to the Dean for planning and conducting a freshman orientation program each fall, providing personal, vocational, and academic counseling to students and parents, interpreting ACT and other test scores for students and parents, maintaining records of student class absences, approving excused absences, recommending action to the dean in cases of excessive absences, reviewing student records at the end of each semester and recommending academic action to the dean, maintaining certain student records, and providing information to high schools about the University. The counselors also serve on the University Disciplinary Committee. The Men's Counselor, Colonel Bonifay, will serve as chairman in the case of a male student; the Women's Counselor, Mrs. Dark, will serve as chairman in the case of a female student. 2
